Two International Fugitives Nabbed in Williamson County by the Lone Star Fugitive Task Force
Wanted for 2008 Murder and 2006 Shooting


Austin, TX – David Rios-Rubio, 56, and Bulmaro Tellez-Escobedo, 38 both of San Miguel de Allende, Guanajuato, Mexico were arrested Tuesday night without incident by the Lone Star Fugitive Task Force. Rios-Rubio was arrested at approximately 6:30 p.m., in the 2100 block of Coffee St., Georgetown, Texas and Tellez-Escobedo was arrested at approximately 8:00 p.m., in the 600 block of W. 10th St., also in Georgetown. Mexican authorities formally sought both fugitives arrest pursuant to provisional arrest warrants issued and unsealed by the United States District Courts in the Western District of Texas in San Antonio last night.

Task Forces officers were working jointly with Mexican law enforcement officials for the past year on both fugitives in an effort to identify locations in Texas where both fugitives fled subsequent to their alleged deadly conduct. Task force officers initiated surveillance earlier in the day at both probable locations until task force officers were able to confirm each fugitive’s identity. Officers swooped down on each fugitive fearing the likely-hood that both subjects could be possibly armed.

According to each Mexican charging document, the First Judge for Criminal Matters of the Judicial District of San Miguel de Allende, Guanajuato, Mexico issued an arrest warrant on February 2, 2007 seeking the arrest of David Rios-Rubio for Assault and Battery. Specifically, on June 25, 2006, Rios-Rubio shot the victim in front of a local store, hid a weapon in his waist and fled the scene in a truck.

In addition, the First Judge for Criminal Matters of the Judicial District of San Miguel de Allende, Guanajuato, Mexico issued an arrest warrant on June 25, 2008 seeking the arrest of Bulmaro Tellez-Escobedo for Aggravated Homicide.

Specifically, on March 4, 2008 in the town of Fajardo de Bocas, San Miguel de Allende, Tellez- Escobedo hit the victim, Benito Tellez-Guillen in the face with a machete, and then shot him twice killing him instantly.

Witnesses reported that both individuals, purported to be related to each other, had encountered each other in town resulting in a confrontation. Additionally, witnesses report Tellez-Escobedo fleeing the scene shortly after the shots were fired and Tellez-Guillen lay mortally wounded.

The Lone Star Fugitive Task Force working with Mexican law enforcement since September of 2007 determined that Rios-Rubio and Tellez-Escobedo had settled in central Texas. Both fugitives were acquaintances from their respective home towns. After their arrest, Rios-Rubio and Tellez-Escobedo were remanded to the custody of the United States Marshals Service pending extradition proceedings in the United States District Court.
