    FOREST GROVE, Ore. – Two teenagers were arrested Tuesday night in connection to a Sunday night hit-and-run that killed a girl and her half-sister, the Forest Grove Police Department said.


    Capt. Mike Herb with the Forest Gove Police Department said Cinthya Garcia Cisneros of Forest Grove and Mario Echeverria of Cornelius were arrested at about 6:30 p.m. Both are 18 years old.

    Herb said they are boyfriend and girlfriend. He also said Cisneros was driving the car.

    Police said during a news conference that a tip from a citizen helped lead them to the suspects.

    Anna Dieter-Eckerdt, 6, was pronounced dead at the scene Sunday night in Forest Grove. The Multnomah County Medical Examiner said early Tuesday morning that 11-year-old Abigail Robinson died overnight.

    Police said the girls were playing outside their home in a pile of leaves that spilled partially over the curb when they were hit at around 8:20 p.m. Sunday in the 1700 block of Main Street. Herb said one of the girl's fathers was taking pictures and had returned inside the home to put the camera away when he heard the crash. He rushed outside to find the girls and called 911.

    "The Forest Grove Police Department wants to offer our heartfelt condolences to the family and to our broader community so affected and so impacted by this horrible tragedy," Herb said during the news conference.

    Police said there was a third person in the vehicle at the time of the crash. But that person does not face charges, they said.

    The vehicle is owned by that third person's parent, police said.

    Police have not yet said how the vehicle ended up going through the leaves.

    Cisneros faces charges of failing to perform the duties of a driver. And Echeverria faces charges of hindering prosecution and tampering with evidence, Herb said.
    On Monday, police said they located the vehicle suspected in the incident. Herb said police still want to hear from anyone who may have seen the 2001 Nissan Pathfinder (pictured in the photo gallery) the night of the incident between 7:45 and when the crash occurred, if they think they may have any helpful information for police.

    Forest Grove Police Detective Matt Smith said during the news conference that initially the suspects weren't truthful. But after interviewing them further, it was determined they were involved in the incident, he said.

    Police said their investigation is not yet over and the case will likely be referred to the grand jury later this week.

    More than 300 people attended a candle light vigil for the girls on Monday night at Sonrise Church in Forest Grove. On Tuesday, the parents issued a statement, thanking the community "for the outpouring of love and support. We feel it, we really feel," they said.

    There are tentative plans for a funeral, possibly for both girls, on Saturday.

    Oregon, if you will recall, just passed a bill to allow illegals to have driver's licenses. Opponents gathered enough signatures to demand a vote by the people.

    FOREST GROVE, Ore. (KOIN) - Two 18-year-olds pleaded not guilty Wednesday to a hit-and-run crash that killed two young girls who were playing in front of their house on Oct. 20.

    Cinthya Cisneros and Mario Echeverria were in the Washington County Courthouse to face the charges in the deaths of Abby Robinson, 11, and her 6-year-old sister Anna Dieter-Eckerdt.

    Cisneros is accused of being the driver who ran over the girls as they played in a pile of leaves that night. Echeverria, her boyfriend, was a passenger in the car.

    She said she had intentionally run over a pile of leaves and said there was a loud bump, police said. Court documents show they then went to her home -- just around the block from where the girls were hit -- and inspected the car. Her brother, who was another passenger in the car, went back to the scene, documents said. He then told his sister she had run over a child.

    During the investigation, police said Echeverria admitted to taking Cisneros' car to a car wash in Hillsboro to remove the evidence. He claimed he wanted to protect his girlfriend.

    The families of Cisneros and Echeverria declined to comment to KOIN 6 News.

    The neighbors in the area are heartbroken over the deaths. One neighbor said, "It's just the saddest thing ever."

    Cisneros has been placed on an immigration hold as the investigation continues. She could face deportation as a result of the charges. She's charged with two counts of Failure to Perform Duties of a Driver to Injured Person(s).

    Echeverria, of Cornelius, is charged with Tampering with Evidence and Hindering Prosecution.

    Both the suspects are due in court later this month.

    No respect for our laws and failing to do the right thing again and again. Law abiding Americans would have been much less likely to have a crash like this and if it did occur they would have been calling 911 and trying to render aid instead of trying to hide their crimes at the car wash.

    On Friday, Cinthya Garcia-Cisneros, 19, was sentenced to 3 years probation and 250 hours of community service, in the hit-and-run deaths of two young girls last year in Oregon. She was found guilty on two counts of failure to perform the duties of a driver.

    On Oct. 20, 2013, 6-year-old Anna Dieter-Eckerdt and her step-sister, 11-year-old Abigail Robinson were playing in a pile of leaves in front of their house on Main Street, when the Nissan Pathfinder driven by Cisneros plowed into them, according to court documents.

    KGW reported:
    When detectives further interviewed Cisneros, she admitted she was driving. She also said the bump was enough to cause her concern and that it damaged the vehicle, according to the court documents.
    The third person in the vehicle, Cisneros’ brother, went back to the scene of the crash and learned children had been hit, then returned to tell her she had "run over" a child, the court documents said.
    Instead of returning to the scene, court documents show Echeverria took the SUV to a car wash to get rid of evidence.

    In December, Echeverria was found guilty of hindering prosecution and is currently serving a 13-month sentence.
    Despite his prior conviction for first-degree sodomy, the illegal alien was allowed to remain in this country.
    As for Cisneros, is still being held in the Washington County Jail on an Immigration and Customs Enforcement (ICE) detainer, and will be taken to Tacoma for a hearing which will determine whether or not she will be deported.
    While Cisneros could have been sentenced to 18-months in prison on each count of failure to perform the duties of a driver, she would have been hit with a much stiffer sentence for felony hit-and-run, the charges she originally faced.
    It is not known why the charges were reduced from the felony to misdemeanor level, but under the Obama administration's most recent guidelines, most misdemeanor convictions will not force an illegal alien's deportation.
    In 2012, President Obama ordered ICE to no longer detain nor seek to attempt to deport illegal aliens charged with misdemeanor crimes.
    Among the conditions under which ICE agents are now permitted to issue a detainer, is if "the individual has three or more prior misdemeanor convictions."
    The memo was signed by ICE director John Morton, and as is customary with this administration, was quietly released on a Friday evening.
    In fact, ICE agents are no longer allowed to take illegal aliens into custody based only on their illegal status in this country, an additional crime must first be committed.
