Amber Alert Issued For Daughter Of Murdered Mother
Police Search For Husband and Father

(CBS) CHICAGO Although an Amber Alert has been active for more than 12 hours, authorities said Monday they have not received any tips leading them to a kidnapped toddler and her father, who is suspected of killing her mother.

Law enforcement officials from Chicago to Mexico were still searching for the man wanted in connection with the fatal stabbing of his wife and the abduction of his 1-year-old daughter.

Chicago Police and Illinois State Police issued an Amber Alert for the missing toddler after her mother was found dead in their Little Village home Sunday afternoon.

Family members told CBS's 2 Holly Gregory, that the father spent all the family's money on drugs and they believe he is capable of harming the child.

"We don't know what he is capable of doing to that little girl," said Lizette Flores-Medina, the child's aunt. "We don't know if she is eating or if she is going to get sick," she said.

When police arrived, they found the woman's body. A 3-year-old boy was found wandering outside, and a 2-month-old boy was inside the apartment.

"The little boy was so scared, he wanted to stay," said Mercedes Montalvo, a neighbor of the family.

The Illinois Department of Children and Family Services has taken the woman's two other children into protective custody. Police believe they may have witnessed the murder of their mother.

"We are investigating," said DCFS spokesman Kendall Marlowe. "We have taken into protective custody two children in the home," said Marlowe, who said the two children had been in custody since Sunday.

Police identify the suspect as 47-year-old Daniel Medina, who is also known as Fidel Carrasco, of Chicago. He is described as Hispanic, 5 feet 8 inches tall, and 150 pounds with brown hair and eyes. The girl was identified as Guadalupe Medina. She is described as Hispanic, two feet tall, and about 25 pounds with brown hair and eyes.

Authorities believe Medina may be driving to Mexico in a car described as a green, two-door Pontiac with a sun-roof, and an Illinois license plate number 6814694.

The crime was first reported to police at 2:30 p.m. Sunday when a neighbor noticed a young boy wandering alone outside the apartment. When the neighbor went to check on the little boy, he saw bloodstains in the doorway and called the landlady. The landlady discovered the body inside.

The medical examiner's office identified the victim as 29-year-old Maria Del Rocio Medina. She had multiple stab wounds to the upper part of her body.

Neighbors say the mother of three was a stay-at-home wife, who took care of her three children. They also say the family has been living in the apartment for the past two months.

As Monday morning, police were still seeking the pair, according to Police News Affairs Officer Kelly Liakopoulos. Anyone with further information is urged to dial 911.

Daughter Of Slain Woman Still Missing
Man Last Seen Driving Green 2-Door Pontiac

    POSTED: 6:23 am CDT June 5, 2006
    UPDATED: 5:53 pm CDT June 5, 2006

CHICAGO -- An Amber Alert remained in effect Monday evening after a mother was found stabbed to death and her child could not be found.

A friend of the victim who followed the sound of a child crying found the gruesome scene on the West Side Sunday afternoon. The woman found the 30-year-old victim, Maria Del Rocio-Medina, inside her unlocked home at 4043 W. 30th St.

Two toddlers were inside the home, crying and walking around, a police sergeant said.

Rocio-Medina was found around 2:30 p.m. Sunday with multiple stab wounds to the back and upper torso, police news affairs Officer Amina Greer said.

Medina was pronounced dead at the Stein Institute at 4:10 p.m. Sunday.

Police said that neighbors reported hearing Rocio-Medina and her husband arguing Saturday at about 7 p.m.

An Amber Alert was issued late Sunday for another child of the woman, a 1-year-old girl, who officials believe was abducted by her father -- Rocio-Medina's spouse. The two may be headed to Mexico, according to Illinois State Police.

Guadalupe Medina, 1, is suspected to have been abducted by her father, Daniel Medina, police said. The little girl, who is 2 feet tall, weighs 25 pounds and has brown hair and brown eyes. She was with Medina, who is described as 40 years old, 5 feet 8 inches tall, 150 pounds with brown hair and brown eyes.

Daniel Medina is driving a green Pontiac two-door car with Illinois license plates of 681 4694, said the trooper.

Lizette Flores, the victim's sister-in-law, said Rocio-Medina struggled to take care of her kids, but she was a good mother.

"They never had money for food," Flores said. "One time, we did know they got into an argument because of that, and we all told her to come live with us, because we knew she wasn't in good hands. I don't know if she was afraid to leave him or what."

The 2-year-old and 2-month-old boys who were found at the crime scene were in tears when the Department of Children and Family Services took them into protective custody. Police said the children may have witnessed the stabbing.

NBC5's Phil Rogers reported that the two boys were frightened and covered in blood.

The victim's brother said Medina had a longtime drug problem.

When asked why Medina might have taken Guadalupe, family members said the baby was Medina's favorite, in part because she looked just like him.

"Obviously, he's got to be desperate to take the child and leave the home,” police Deputy Superintendent Hiram Grau said at a Monday morning news conference. “We’re just concerned about his state of mind. We want to make sure we get this child back and we get her back safely."

According to Greer, the woman was heard arguing with her spouse prior to the stabbing.

Police said they don't think Medina got far with Guadalupe, but they are very concerned for the child's welfare. The victim's family shared those concerns.

"Hopefully, he doesn't do anything to the little girl," Flores said.

Search Continues For Daughter Of Murdered Mother
Police Believe Girl Is With Her Father

    Sylvia Gomez
    Reporting

(CBS) CHICAGO An Amber Alert is still in effect for a toddler whose mother was found murdered in Little Village on Sunday.

As CBS 2's Sylvia Gomez reports, investigators are searching for her father and believe both may be headed to Mexico.

Law enforcement officials from Chicago to Mexico were still searching for the man wanted in connection with the fatal stabbing of his wife and the abduction of his 1-year-old daughter.

The father may have taken the child and fled the area after his wife's murder. Police want to discuss that with him, but first they want to find the girl.

"Well, obviously, he's got to be desperate to take the child and leave the home and leave behind two children as well. We're just concerned about his state of mind," said Deputy Supt. Hiram Grau.

Chicago Police and Illinois State Police issued an Amber Alert for the missing toddler after her mother was found dead in their Little Village home Sunday afternoon.

As police continued their search, Guadalupe's uncle pleaded for the girl's safe return.

"The only thing I want to tell him is return, return the girl. Not to do anything to her. None of this is her fault," said Jose Media, Maria's brother.

Neighbor Mercedes Montalvo described the vivid and frightening scene her son found Sunday afternoon.

"My son came out crying and screaming cause the lady was with a lot of blood," Mercedes Montalvo said.

When police arrived, they found the woman's body. A 3-year-old boy was found wandering outside, and a 2-month-old boy was inside the apartment.

"He was crying a little bit when you tried to touch him and he was real hungry. I asked him what happened, and he started to cry, so I didn't say anything else," Montalvo said.

Sunday.

It was more than 10 hours before police issued that Amber Alert on Sunday, which is an unusually long time considering the urgency in kidnappings.

Authorities blame the delay on difficulties verifying the father's identity. They also say his license plate doesn't match the description of his car.

Detectives only hope that delay doesn't mean he's already crossed the border.

Anyone with further information is urged to dial 911.

Mom fatally stabbed; missing father, toddler found

    June 6, 2006

BY ESTHER CEPEDA, ANNIE SWEENEY AND MAUREEN O'DONNELL Staff Reporters

A man who disappeared with his 16-month-old daughter hours after his wife was found stabbed to death in their Little Village home Sunday was in police custody late Monday, and the child appeared to be unharmed, authorities said.

Chicago Police had been searching for Maria Del Rocio Medina's husband since an Amber Alert was issued Sunday night for him and the child, named Guadalupe.

"Daniel Medina, was taken into custody by Area 4 detectives late Monday at a relative's residence in Chicago," said Monique Bond, spokesperson for the police department. "The baby appears to be in good condition, however the baby will be checked thoroughly by medical personnel.

"We'll have more details in the morning," Bond said.

    Neighbors found body

The incident unfolded Sunday afternoon, when neighbors on her new block came to tell Maria Medina, a mother of three who had mentioned she needed new clothes for her children, about a local yard sale. The door of the small converted garage, however, was answered by Medina's oldest, 3-year-old Angelito. He was there alone with Medina's youngest, a 2-month-old boy.

Further into the house the group made shocking discoveries -- blood and Medina's dead body on the bathroom floor. Medina, 30, had been stabbed several times, officials said.

"We saw the blood and I got the kids,'' said Ines Perez, who, with her brother, found Maria Medina.

Police believed Daniel Medina had fled with Guadalupe in his 1990s two-door green Pontiac. Hours later, an Amber Alert was issued the child and her father, who uses the name Daniel Medina with friends and workers, and Fidel Carrasco, the name on his driver's license, said Harrison Area Cmdr. Steve Peterson.

    Border patrol had been alerted

Investigators have no reason to believe the couple had any major domestic problem. One neighbor reported seeing the two arguing Saturday, although things had calmed down.

"I was home, outside watering the flowers in the garden and I heard them fighting,'' said Francisca Vela, who owns the Medina home and lives adjacent to the converted garage. "Later I went out to water my garden, then Maria and Senora Ines came out. Maria had the two boys. We were relaxing, the kids were playing, they seemed OK. I think the girl was with him at that time."

Little was known about Medina's husband. Both are believed to have come from Durango, Mexico. They moved into the house in the 4000 block of W. 30th two months ago.

The Homeland Security Department and the U.S. Border Patrol had been notified as a precaution in case Daniel Medina had tried to enter Mexico, Chicago Police Chief of Detectives Maria Maher said.

Fatal stabbing case adds a Mexico tie
Victim's spouse was sought in agent's death

    By Charles Sheehan
    Tribune staff reporter

    June 7, 2006

Federal officials in Mexico had searched for two years for a man allegedly involved in the death of an agent before that man was arrested in Chicago for questioning in the death of his wife.

Fidel Carrasco, 47, was arrested Monday at a friend's house, a day after neighbors found his wife stabbed to death in the couple's home in the 4000 block of West 30th Street in the Little Village neighborhood.

Two of Maria Del Rocio Medina's children, a 3-year-old boy and a 2-month-old boy, were found in the home near her body. A nationwide search for the couple's 16-month-old daughter was launched early Monday.

Police raided a Northwest Side home around 10:30 p.m. Monday and found the girl inside, said Deputy Supt. Hiram Grau.

Carrasco, also known as Daniel Medina, was in the basement and did not resist arrest, Grau said.

A registered sex offender living at the address was worried that Carrasco's presence would be a violation of his parole, and he tipped off police, according to a source.

Chicago detectives were questioning Carrasco and he had not been charged with any crime as of late Tuesday, Grau said.

Few details about the alleged murder of a federal agent in Mexico were released Tuesday.

According to police, a warrant was issued for Carrasco in 2004 for his alleged involvement in the death of an agent working for Mexico's Agencia Federal de Investigacion, an equivalent to the FBI.

Police could not say if that was why Carrasco came to the United States, but family members on Monday said Carrasco was not likely to try to flee to his home state of Durango because he was wanted for murder there.

Carrasco was found about 13 miles north of where his wife was slain.

A green Pontiac described in a national Amber Alert was found about a block away from the house where he was found, Grau said.

It was not clear if charges would be filed against anyone in the house for helping Carrasco, Grau said.

"Maria Medina's friends and family have suffered a tremendous loss, but today at least they have the comfort that Guadalupe Medina was found safe and unharmed," Grau said of the little girl.

The slain woman's brother, Jose Medina of Cicero, said he has his sister's three children.

"The kids are with me," Medina told Hoy newspaper, which, like the Chicago Tribune, is owned by Tribune Co. "It is a big responsibility, but I am not going to let them down because they are part of my sister."

Kendall Marlowe, a spokesman with the Illinois Department of Children and Family Services, said "we cannot provide specific details on the case, but the kids are with a relative."

Grau said Carrasco could face prosecution in the United States and would be sent to Mexico only if he were exonerated here or after he completed a prison sentence, but consulate officials disagreed.

An extradition treaty between the two countries requires that Carrasco, a Mexican national, be extradited to his place of birth to face prosecution first, said Amber Gilmore of the Mexican Consulate.

if that's the case, why isn't Mexico turning over those that committed murder in the United States. Furthermore, I don't think an extradition treaty absolves Carassco of murder in the United States -- first come, first served

Amber Alert dad charged with wife's murder

A man arrested late Monday after a nationwide manhunt was charged Wednesday in the death of his wife and the kidnapping of his 16-month-old daughter, police said.

Fidel Carrasco, 47, is charged with first-degree murder in the death of Maria Del Rocio Medina, who was found fatally stabbed Sunday in the couple's home in the 4000 block of West 30th Street in the Little Village neighborhood.

Carrasco also is charged with aggravated kidnapping of a child under 13. Carrasco and his 16-month-old daughter were found at a home on Chicago's Northwest Side about 10:30 p.m. Monday after an Amber Alert for the girl had been issued earlier in the day.

Carrasco, also known as Daniel Medina, is scheduled to appear at a bond hearing at noon Thursday in the Cook County Criminal Courts Building, according to the state's attorney's office.

Police said Tuesday that Carrasco also is wanted in Mexico for the murder of a federal agent.

According to police, a warrant was issued for Carrasco in 2004 for his alleged involvement in the death of an agent working for Mexico's Agencia Federal de Investigación, an equivalent to the FBI.

Police could not say if that was why Carrasco came to the United States, but family members had said Monday that Carrasco was not likely to try to flee to his home state of Durango because he was wanted for murder there.

Police said they found Carrasco in the basement of the Northwest Side home and he did not resist arrest. According to a source, a registered sex offender living at the address tipped off police after becoming worried that Carrasco's presence would be a parole violation.

The slain woman's brother, Jose Medina of Cicero, said he has custody of his sister's three children: the 16-month-old, a 3-year-old boy and a 2-month-old boy. The boys were found in the home when their mother's body was discovered Sunday.

Kendall Marlowe, a spokesman with the Illinois Department of Children and Family Services, said, "We cannot provide specific details on the case, but the kids are with a relative."

Police said Carrasco would be sent to Mexico only if he were to be exonerated here or after he completed a prison sentence, but Mexican Consulate officials disagreed.

An extradition treaty between the two countries requires that Carrasco, a Mexican national, be extradited to his place of birth to face prosecution first, said Amber Gilmore of the Mexican Consulate.
