To me comprehensive immigration reform and comprehensive reform of our immigration laws mean the same thing. Shifting a couple words around doesn't disguise the true meaning. The word "comprehensive" is the word we've learned to associate with amnesty. Please don't be fooled by the simple shifting of a couple words.
