Ariz. ranchers asking for more border security

PHOENIX - Rancher Dan Bell has come face to face with drug smugglers on his southeastern Arizona cattle ranch, he has found the bodies of illegal immigrants who died of exposure on his property, and a Border Patrol agent was killed in December about 5 miles from his home.

The 42-year-old has had about enough.

He and a group of other southern Arizona ranchers visited the state Legislature in Phoenix on Thursday to explain to lawmakers how dire the situation is on their properties and to ask that something be done.

In response, a Senate committee voted 6-1 to pass a bill supporting the ranchers' plan to ``restore our border,'' also known as ROB's plan. It was named for rancher Robert Krentz, whom authorities believe was killed by an illegal immigrant on his land last year.

``We need help down here,'' Bell told The Associated Press after he spoke to the committee. ``The place has just gotten out of hand.''

Bell was friends with Krentz and said the rancher's death shook him and other cattlemen whose properties have become the crossing ground for illegal immigrants and violent drug smugglers.

Bell's family has owned their 35,000-square-mile ranch just west of Nogales since the late 1930s. They began seeing violence in the mid-1990s when the government secured the border in California and Texas, funneling traffic to Arizona and ultimately making it the busiest illegal crossing point along the 2,000-mile U.S.-Mexico border.

On Bell's property is a memorial to Border Patrol Agent Alexander Kirpnick, who was shot and killed by two drug smugglers on the ranch in 1998 as he tried to arrest them.

Border Patrol Agent Brian Terry, 40, was killed in a shootout with border bandits Dec. 14 about 5 miles north of Bell's ranch. Six people were arrested in the probe of his death.

Krentz's killing was 90 miles away, but it still hit close to home for Bell and his wife and children, who all live on the family ranch.

``Those are all constant reminders,'' Bell said. ``It's in the back of your mind sometimes. We will never forget.''

The ranchers' plan calls for military units to deploy to the border, the addition of 3,000 Border Patrol agents, stepped-up video surveillance and other technology, and the establishment of citizen advisory boards, among other goals.

``A lot of the plan is reliant on the federal government,'' said Mike Philipsen, a spokesman for Senate Republicans. ``There's only so much the state can do.''

Philipsen stopped short of calling Thursday's vote symbolic.

``You can still hold feet to the fire in Congress and say, 'Let's get some of this done,''' he said. ``And part of the plan is to get people talking about this. It's a way to say, 'Let's get moving.'''

The ranchers came up with the plan last year after Krentz was killed.

Those in the federal government have said the border has never been more secure.

Homeland Security Secretary Janet Napolitano has said that under President Barack Obama, the Border Patrol has an all-time high of 20,500 agents, and 1,200 National Guard troops have been dispatched to the border. The troops have no arrest power.

Why is that? When they are trained to fight in wars. Why are the Troops station near the border, to stand and watch each other be murdered by the worst criminals in this world. If they cannot assist with the duties performed at the border they should not be there. It seems this Country is being lead in all the wrong ways. Everything is about illegal aliens rights, what rights do American citizens have? Not many that I can see.

Umm, easy fix. Swear them in in mass. As a veteran myself we had detain power overseas and recieved training on how to handle such issues. 2 week training course at Fort Polk taught us everything we needed to know and its a fairly common training soldiers heading overseas already have.

But its silly a sheriff can on the spot deputize joe shmoe giving him deputy powers but can can't do the same for soldiers?

Rethinking this actually I'm fairly sure US Soldiers have the authority to detain and hold prisoners who are not US Citizens if they are put on the border in that duty. Just as overseas a soldier has the ability to detain a suspicious character in line with his duties with all means necessary to *detain* and stop said person.

I know you all have the training it takes to make arrests and perform police duties. However, I cannot understand why you are not allowed to do the jobs you are trained to do overseas at the border. Makes no sense to me.

The Military has no arrest powers under one circumstance and one circumstance only.... if the person is a US Citizen. They can however detain and the MP's actually do have arrest powers.

Such a retarded article and I'd bet if you put soldiers on the borders as a US President you'd be getting cheers from the military and the Citizens. So retarded this wasn't done in the mid 90's even.

Everything Barry is doing is just show. We need to remove these illegals by the MILLIONS until that happens I don't believe a thing from this administration. They are desperate to legalize or just keep ignoring the 15,000,000 that are here.

I don't get it either. Over in Iraq or Afghanistan our troops can shoot someone if necessary, but they cannot do this while in our own country protecting the border. It doesn't make any sense.
