I'm sure they could find 450 million in a 630+ billion budget if they wanted to---wanting to is key. Apparently they have not wanted to STOP them wall or no wall. This is a military base and flights have been shut down because of illegals, and nothing was done to STOP them. Not to mention the insult that the illegals were given privileges that US Citizens do not have, even on a military base.
