    Arpaio on Pinal-ICE dispute: I'll take unwanted migrants

    Maricopa County Sheriff Joe Arpaio on Monday afternoon stepped into the dispute the Pinal County has with federal immigration officials with an offer to house any unwanted detainees in one of Arpaio's Phoenix-area facilities.

    Pinal County Manager Greg Stanley is threatening to terminate the contract that Pinal County has with Immigration and Customs Enforcement if the government cannot agree to pay more money for each federal detainee than the current contract pays, Stanley said in a statement issued last week.

    Currently, Pinal County is given about $60 per day to house each of the federal immigration detainees. The new negotiation asks for about $90 per day, Arpaio said.

    Arpaio said if Pinal County cannot reach an agreement with federal immigration officials, he would gladly house the detainees in the Durango Jail in Maricopa County.

    In Maricopa County, the federal government pays approximately $70 per day to house an immigrant inmate, Arpaio said.

    Arpaio said the Durango facility is newly remodeled, and would allow inmates to have video visitation with relatives in other countries, outdoor recreation and religious services in various languages and denominations.

    There are about 356 migrant detainees housed in Pinal County, Arpaio said. The Durango Jail can house more than 1,300 inmates and there are 925 currently in custody in the facility, Arpaio said.

    Officials from Pinal County said last week that they would like to keep ICE in the county, but cannot afford to continue housing the inmates unless the federal government increases it's daily reimbursement rate.

    In a written response to Stanley's statements, ICE officials said the agency values its relationship with the Pinal County Sheriff's Office but that federal officials would find alternative housing if the to sides could not reach an agreement.

    The federal government's response hinted that the agency would not need to look far and could begin by, "utilizing immigration detention bed space at other existing facilities in the area," the agency said.

    Sheriff Arpaio sends letter to I.C.E. officials in Washington, D.C.

    PHOENIX – Maricopa County Sheriff Joe Arpaio has stepped into the escalating dispute over the cost of housing migrant detainees between Pinal County, Arizona officials and the federal office of Immigration and Customs Enforcement (ICE) with a solution.

    Pinal County claims its cost to house detainees since 2006 has been more than $12 million. Unless the federal government agrees to renegotiate the contract and increase the inmate per diem rate from $60 to $90, Pinal County threatens to terminate the agreement with ICE. ICE will then be forced to find another detention facility.

    In a letter sent April 17, 2014 to Thomas Homan, Executive Associate Director in Charge of Enforcement and Removal Operations in Washington D.C., Arpaio says the Maricopa County Sheriff’s Office already has in place an existing contract to house any federal detainee at a rate of $70 per day – significantly lower than the near $90 per day which Pinal County now needs to house each detainee.     Arpaio says his Durango Jail is newly remodeled, equipped with cutting-edge video visitation and able to accommodate 460 migrant detainees – well over the 356 migrant detainees currently housed in Pinal County. Arpaio says his jails currently house 925 illegal immigrants.

    Sheriff Arpaio’s letter addresses every issue raised by both sides, and explains how they can be handled in his jails.

    ACLU officials complain that detainees must have access to outside recreation and contact visits which the Durango jail provides. And the cost reduction that the federal government seeks is already set in stone in the current contract to house federal inmates.

    Arpaio says the letter makes it abundantly clear that he would welcome the move to accept the housing responsibility of these migrant detainees.
