    look at the top of your browser and see if it asks if its okay to run a program.
    that is what i did and it worked nicely

    FOR IMMEDIATE RELEASE

    Department of Homeland Security Secretary Michael Chertoff has shown little respect for human life and wildlife by waiving environmental laws to build border walls. We denounce the waiver.

    For 14 years, each foot of wall built has moved the annual migration of people further from safe passages in urban areas, yet approximately the same numbers of people have successfully crossed each of those years. The attempt to build walls to control migration is fatally flawed because it increases migrant deaths.

    Wildlife suffers because of wall-building, and the construction of maintenance and surveillance roads adjacent to the walls creates a scar on delicate environments which will not heal.

    The mission of Humane Borders is twofold: to provide humanitarian assistance to the migrants who are risking their lives crossing the Mexico-United States border and to advocate for changes in US border policies that would remove these persons from risk.

    Previously, Mr. Chertoff has strenuously objected to the printing and distributing of Humane Borders warning posters that advised migrants of the danger that lay ahead of them. Humane Borders will now begin adding the locations of border fencing and the types of fencing to Humane Borders Warning Posters distributed in Mexico and Central America.

    Migrant-Centered Immigration Reform Proposals

    Our new plan calls for:

    * A phased-in legalization period in which undocumented persons achieve legal compliance.
    * A new visa category that is based on social science analysis of the migration.
    * A new visa compliance incentive that has an added benefit of providing financial resources to federal law enforcement.
    * A stake for countries in the western hemisphere in an orderly, legal migration.
    * Recognizing that the goals of national security, an orderly migration, a secure workforce, human rights, and international cooperation are important and not incompatible.
    * Institutionalizing a migration that can be controlled as labor conditions certify.

    PERSPECTIVES

    The US-Mexico border is the site of the world’s largest sustained migration.


    Thousands of migrants die crossing the border, and the number of deaths rise annually.


    Law Enforcement has not reduced the annual average number of migrants successfully crossing the border.


    National Security interests impede efforts to manage migration to the benefit of all.


    Ways must be found to share costs and benefits of migration to achieve mutual goals.


    In order to convert illegal migration into legal immigration, insights of social science are needed which include program evaluation of other visa programs, the language of human values, and the measure of multiple social costs.


    At a minimum, the US must achieve the provision of a legal status for those undocumented persons living in the US, provide legalized work opportunities through a new visa category, participate in economic development in migrants’ countries of origin, and generally bring more order to the border.




    ACHIEVING A LEGAL STATUS FOR THE UNDOCUMENTED

    Approximately 43% of the persons in the US who are undocumented are persons who have overstayed visas. Approximately 57% are persons who illegally entered and/or their children. This plan addresses the first group by establishing visa compliance provisions below. The second group is of primary interest in this plan.

    Some 35-40% of all persons who enter the US, legally or illegally, self-deport within 10 years. This estimate has held true for 50 years.

    Most undocumented migrants do not have long term plans to reside in the US.

    Circularity reduces western hemisphere social costs such as family separation and reduces social welfare costs in the US.

    This plan proposes using incentives first and enforcement second.
    o Undocumented persons will need to have incentives in order to present themselves to authorities who have power to remove them from the US and possibly separate them from family and livelihood.

    Thanks jamesw62--that worked and saw the video.

    Am not sure what to believe--earlier news reports definately stated 1000 paintball guns were purchased and border agents trained by shooting at a white rag.

    Haven't border agents been using pepper balls for years?

    Rev. Robin Hoover and his little 'humane speech' needs to be delivered south of the border to the rock throwing, bullet shooting, vehicle using-as a lethal weapon-immoral thugs. Just who is being 'inhumane' to who!
    Would Rev. Hoover defend himself or his family if attacked?

    i took the time to write the good "reverened" an email earlier after seeing this report because as I said in the first post, it sounded to me hes more worried about those who want to come into the country illegally than US citizens who happen to also be law enforcement
