BAKERSFIELD, Calif. -- A south Bakersfield neighborhood was evacuated after an explosive device was found inside a home on Madison Avenue. Police were called out to Madison Avenue around 11:30 p.m. Sunday to reports of shots fired.

Officers said they spoke with witnesses who said shots were being fired from the backyard of a nearby home.

Police said they heard shots being fired and saw three men run into a home.

The home was then surrounded by officers. After about an hour of calling out to the men in both English and Spanish, they surrendered.

Another person was found inside the home.

Police also found a bomb in the garage.

Nearby homes were evacuated while the bomb squad neutralized the device.

All four suspects, Miguel Rivera, 27; Ramon Valdez, 29; Alejandro Nicasio Ramos, 28, and Jesus Tapia Carbaja, 45, were booked on reckless discharge of a firearm, resisting arrest and conspiracy.

Shotgun shells were found on the roofs of surrounding homes, police said.

    The investigation is ongoing.

Why not terrorism charges since a bomb which had to be neutralized was found!
