    Border Patrol union chief denounces National Guard plan as political ploy

    LOS ANGELES The head of the union representing Border Patrol officers says deployment of National Guard troops to the border is a political move designed to counter criticism of lax enforcement.

    T-J Bonner, president of the National Border Patrol Council, believes Guard troops can provide extra eyes, but won't be involved in making arrests.

    Bonner says President Bush is trying to "appease" his critics, who Bonner says have "every right to be critical of his non-enforcement policy."

    Bonner believes the government wants the cheap immigrant labor "at any cost" and is trying to justify creation of a guest worker program. He says the Senate's consideration of an amnesty program for illegal immigrants already in the U-S has resulted in "a flood" of people trying to get in as soon as possible.

    He was on wabc radio this morning........NOT a happy camper

    Spoke well although he did say that a "wall" wouldn't work.

    TJ Bonner knows what he's talking about. He's not at all opposed to a fence but what he wants more than anything is workplace enforcement. This is the magnet that draws illegal aliens into this country. We need secure documents and we need a mandatory program for employee eligibility. We need the IRS and the Social Security departments communicating with each other and identifying empoyers who hire illegal aliens. The need to be fined and the repeat offenders need to be jailed.

    If we had workplace enforcement these people would not come here and many of those here now would go back home.

    I videotaped a recent speech of TJ Bonner last month. It's worth watching.

    WORKPLACE ENFORCEMENT.........Yup, should be #1 on the priority list

    Re: his interview
    He was asked point blank if a wall was a "good idea and would it work."
    He said, "no".....some wall in certain areas.

    It seems odd that some of these politicians are griping about the use of National guard troops (which is actually their role) or that anyone really cares what Mexico's president wants. Fox can not even manage his own country, he should keep his nose and his people out of our country.

    We have used the National Guard for this before:

    February 13, 1997: Along with Rep. Jim Traficant (D-OH), Rep. Hunter announces the introduction of legislation allowing the U.S. Attorney General or Secretary of the Treasury to request that the Secretary of Defense deploy up to 10,000 National Guard personnel to assist the Border Patrol and U.S. Customs Service in working to stop illegal immigration and smuggling. While the measure would augment current National Guard assistance on the border, it precludes the Guard from actually making arrests.

    June 25, 1997: House passage of the Fiscal Year 1998 Defense bill contains two provisions concerning the National Guard's deployment on the border. At Rep. Hunter's direction the bill included $7 million for continued construction of fencing in San Diego County. While the Guard continues its work in East County, a contingent is slated to takeover construction of the triple fence project west of Otay Mesa during August. Included as well is the Traficant-Hunter provision empowering either the Departments of Justice or Treasury to request deployment of 10,000 additional National Guardsmen to the border.

    August 4, 1997: U.S. Navy Sea Bee units from the southeastern U.S. and local Coronado personnel begin erecting light poles at the Otay port of entry and begin working their way west to tie in with units that are 'lighting up the border' from the San Ysidro port of entry and working their way east bound. Sea Bee units are augmented by National Guard units and are coordinated by JTF-6.

    November 19, 1997: The first 'climb-proof' panels of the triple fence are mounted onto pre-set poles. The National Guard fence construction crew has 3,000 additional feet of posts set and ready for panels. The fence is ten feet tall and made of galvanized expanded metal. Welded on top of the fence is an additional six foot "kick-back" of expanded metal panels mounted on a forty-five degree angle facing south.


    Road construction was accomplished by National Guard units from throughout the U.S. and by active duty and reserve contingents of soldiers, sailors, airmen and Marines from as far away as Guam.

    H.R. 4328 contained $20 million for the National Guard's efforts to control the border against drug smuggling and other activities.

    November 24, 1998: At a news conference in Holtville, Congressman Hunter called on the National Guard and the Immigration and INS to direct additional manpower, infrastructure and equipment to the border region of Imperial County.
