    There's no way on earth that I'm going to buy this.

    This is bribe or payoff money for reasons we still don't know about. My guess is that it's to grease the skids for business interests to gain access to Mexico.

    Anyone who has ever had to deal with Mexican "authorities" knows you get nowhere without spreading around a little dinero. This is probably just the Bush Administration using taxpayer money to aid it's big campaign contributors.
    It's like hell vomited and the Bush administration appeared.
