    Gov. Arnold Schwarzenegger on Monday offered yet another way California can save on incarcerating illegal immigrants: send them to Mexico.

    The Republican governor said he will not raise taxes for a second year in a row during a speech at the Sacramento Press Club. Instead, he suggested that the state can find plenty of money in other ways such as cutting pension costs, allowing offshore oil drilling and lowering prison expenditures.

    Schwarzenegger's budget plan calls for an $880 million infusion from the federal government to pay for housing illegal immigrant prisoners who have committed crimes in California. The governor also wants to rely more on private prison companies to run the state's corrections facilities.

    But he later gave an off-the-cuff suggestion that California should send its undocumented inmates to Mexico and help our southern neighbor build a new prison to house them.

    "In the prison system alone, we can go and take inmates, for instance, the 20,000 inmates that are illegal immigrants that are here, and get them to Mexico," Schwarzenegger said.

    The governor said California could save "half the costs" of incarceration by helping Mexico build a prison to house those inmates and then spend the savings on education. The governor, of course, has proposed an initiative that would require the state to spend more on higher education than prisons.

    Schwarzenegger spokesman Aaron McLear said the governor has no official plan to send Mexico money to build a prison.

    "It's an idea that people have mentioned to him," McLear said. "We need to spend less on prisons and more on higher education, and he thinks we ought to debate any creative solutions to do that."

    Arnie!!! Finally you see the bottom line. Send them all home. Btw, we dont have to help Mexico build any prisons. They have their own prisons. And business is about to PICK UP!!!

    $880 Million dollars to house illegal invader prisoners who shouldn't be here in the first place! How much would it cost to complete our border fence and hire more Border Patrol agents to keep these invaders out of the country in the first place! Maybe $880 million?

    I realize that Arnold does not hire BP agents or have much say in the completion of the border fence, as they fall under federal jurisdiction and congress. But you would think that someone in our federal government (like janet napolitano for instance) might put two and two together and recommend that perhaps we hire more agents and secure our border! FIGURE IT OUT!

    SACRAMENTO, Calif. -- Gov. Arnold Schwarzenegger floated an unusual suggestion Monday on how to cut the state's bloated prison costs with a private venture -- build a private prison in Mexico.

    "We pay them to build a prison down in Mexico and then we have those undocumented immigrants be down there in a prison and with their prison guards and all this," Schwarzenegger told a gathering of the Sacramento Press Club. "It will halve the costs to build the prisons and halve the costs to run the prisons."

    The governor's remark came amid alarm from law enforcement and crime victim groups about a new program meant to thin the state's prison population through early release.

    "We're going to release early tens of thousands of criminals into your neighborhoods, many of them without parole supervision," Assemblyman Ted Lieu, D-Torrance, said.

    Harriet Salarno from Crime Victims United expressed her fear about plans to release prisoners early.

    "I'm outraged because I don't want to see any more victims of crime," Salarno said. "And what is going to happen? Today is only going to escalate crime."

    The plan, the governor said, is to release strictly nonviolent, non-serious felons. And that information, the state's prison chief said, will be shared online with local law agencies.

    "All that's been done. I sent a letter to every law enforcement leader in the state on Thursday providing them with links to that Web site," California Department of Corrections and Rehabilitation Secretary Matthew Cate said.

    Sacramento County Sheriff John McGinness was asked if the changes would affect public safety.

    "Yes, but I don't think there's anything that could be done that wouldn't create a compromise to public safety," McGinness said.

    The state's plan through the reforms is to release more than 6,500 inmates from California's prisons by the end of 2010.

    His budget calls for an $880 million infusion from the federal government to pay for housing illegal immigrant prisoners who have committed crimes in California. The governor also wants to rely more on private prison companies.

    But he also gave an off-the-cuff suggestion that California send undocumented inmates to Mexico and pay to build and run new prisons there.

    "We can do so much better, in the prison system alone, if we can go and take inmates – for instance, the 20,000 inmates that are illegal immigrants that are here – and get them to Mexico," Schwarzenegger said.

    "We pay them to build a prison down in Mexico and then we have those undocumented immigrants be down there in the prison," he added. "Half the cost to build the prisons and half the cost to run the prisons. That is money, again, a billion dollars right there that can go into higher education. That is an example of one of the things we do that is unnecessary spending."

    Schwarzenegger's idea had not been vetted. The Governor's Office was unable to answer, for instance, whether he would like to send all illegal immigrant prisoners to Mexico or just those who have Mexican citizenship.

    Schwarzenegger spokesman Aaron McLear said the governor as of now has no official plan to send prisoners to Mexico.

    State Sen. Tom Harman, R-Huntington Beach, a candidate for attorney general, said Schwarzenegger's idea raises concerns that inmates would leave prison early and return to California. He would rather have the state focus on getting more federal money.

    "We send them across the border, they get out of prison, and – boom – they're back in California," Harman said.

    Assemblyman Ted Lieu, D-Torrance, also running for attorney general, agreed that Schwarzenegger should focus on seeking federal funds to house those prisoners. He said he didn't think the governor was serious.

    "If he is, he's living in Alice in Wonderland," Lieu said. "First off, this has no impact on our budget crisis because it takes an awfully long time to build a prison. Second, if a criminal does a crime in California, he should do the time here. Otherwise it's a form of early release."
