    Who Will Fill Duncan Hunter's Shoes In District 52?

    It's the only congressional race in the county that doesn't have an incumbent running. Duncan Hunter is giving up his seat after 28 years in office. News 8 takes a closer look at the top contenders to replace him.

    Duncan D. Hunter is a 31-year-old Republican and war veteran who served in Iraq and Afghanistan. Democrat Mike Lumpkin is a 43-year-old retired Navy Seal commander who also spent time in Iraq and Afghanistan. Both men say they are the better choice to replace Hunter's dad in Congress.

    "I have a Master's degree in national security and have literally served throughout the world. I've managed budgets in hundreds of thousands and hundreds of millions of dollars," Lumpkin said.

    "I've led men in combat and I think that qualifies just about anybody," Hunter said.

    They're running in the 52nd congressional district, which includes everything from Santee and El Cajon to Jamul and Borrego Springs. They agree on some things, both saying they would have voted against the $700 billion bailout plan...

    But they have very different views on other key issues, starting with where we go from here in Iraq.

    "I think pulling out of Iraq right now would be like leaving a wildfire 70 percent contained and saying we're going home. We'll let it burn everything down, even though we have it contained 70 percent," Hunter said.

    "We bring 50 percent of the troops home and the other thing we do is move the remainder of the troops out of the urban center and put on urban borders to make sure Iraqis, Turks, et cetera don't enter the conflict," Lumpkin said.

    Lumpkin and Hunter agree that we have to tighten our border to the south, but ask them how, and again two very different opinions.

    Hunter supports a border fence with no breaks. Lumpkin says a fence is fine in urban areas, but says sensors are a better option in remote areas where the topography makes it impossible to pass on foot.

    There is a third candidate on the ballot in this race - Libertarian Michael Benoit, but he is not expected to take more than 4 percent of the vote.
