    A 36-year-old man who had been deported at least once and who owned a lengthy rap sheet died Monday after a day-long "reign of terror" in which he shot and killed someone, carjacked another person and led California police on a dangerous high-speed pursuit.

    Gustavo Garcia, of Visalia, was pronounced dead at the scene of the crash on State Route 65 in Porterville when he was ejected from a stolen truck. Four others were injured, including one person who was in critical. Garcia, who was deported in 2014, had engaged in a gun battle with police and purposely tried to smash into other cars during the chase, officials said.

    “We have one man that essentially [has] been on a personal reign of terror,” Tulare County Sheriff Mike Boudreaux said at a news conference.

    Garcia has a lengthy criminal record that dates back to 2002, including charges for illegal firearm possession and meth, according to the Fresno Bee. Before his 2014 deportation, Garcia had three Immigration and Customs Enforcement violations. Boudreaux wouldn’t confirm Garcia's immigration status at the time of his death or what country Garcia originated from.

    Garcia’s rampage started at around 1 p.m. Sunday when he shot a farm worker who was in the middle of unpacking fruit in Exeter. The farm worker was expected to recover.

    Moments later, Garcia robbed a convenience store with surveillance footage showing Garcia firing shots at the ceiling and demanding more than $2,000 in cash, according to the Fresno Bee. Police believe the shooting of the farm worker was meant to be a distraction for the robbery.

    At 7:30 p.m., Garcia shot a Motel 6 guest in the arm and chest in Tulare, police said. Her wounds weren’t considered to be life-threatening.

    “She had made eye contact with the subject and he had followed her to her parking spot, where he got out of the car and for an unbeknownst reason began firing at her vehicle,” Tulare interim Police Chief Matt Machado said.

    At around 1:30 a.m. Monday, Garcia shot up a Shell gas station near Pixley and then killed Rocky Paul Jones, 51, about an hour later outside an Arco AMPM in Visalia, police Chief Jason Salazar said.

    “It appears his rampage and his acts of violence were random and they were not chosen targets, which makes it even more dangerous,” Boudreaux said. “This person was targeting anyone who got in the way.”

    He then fired shots from the backyard of his ex-girlfriend’s Visalia home as she and her children were inside. Police said the girlfriend and her children escaped unscathed.

    Garcia fired shots into a home in the Sultana area and then crashed his car after a two-minute police chase during which he shot and hit pursuing sheriff’s cars and deputies fired back.

    Garcia then stole a truck at gunpoint from three farm workers and led authorities on a chase in which their speeds topped 100 mph on State Route 65. Garcia was driving the wrong way in traffic and appeared to be fixated on hitting other cars, California Highway Patrol LT. Scott Goddard said.

    Garcia died after smashing into four cars, leaving one driver in critical condition and the other three minor injuries, Goddard said.
    He "had no regard for human life, Boudreaux said.

    Boudreaux added that 12 crimes involving Garcia were being investigated but the case was ongoing, according to the Fresno Bee.

    Before dying in a car crash during a police pursuit in Porterville on Monday, a man carried out a 24-hour “reign of terror” in Tulare County — robbing a store, killing a stranger and shooting others in random acts of violence, according to police.

    Suspect Gustavo Garcia, 36, who was ejected from a vehicle and died after fleeing police at more than 100 mph on Highway 65 around 7 a.m., “had no regard for human life,” Tulare County Sheriff Mike Boudreaux said at a news conference Monday afternoon.

    Garcia’s criminal record dates back to 2002, including charges for illegal possession of firearms and meth. While Boudreaux did not confirm Garcia’s immigration status, he said federal documents show he was deported in 2014 and faced Immigration and Customs Enforcement violations three times prior to that.

    Garcia’s crime spree started around 1 p.m. Sunday when he shot a farm worker who was on a ladder picking fruit in Exeter. The farm worker, who has not been identified, was shot in the chest but is in the hospital and expected to recover.
    Police believe that shooting was random and was meant to distract law enforcement from Garcia’s next crime: an armed robbery three minutes later at the AA Gas and Grub on Kaweah Avenue in Exeter.

    Surveillance footage shows Garcia firing shots at the ceiling and demanding more than $2,000 in cash, though no one was injured during the robbery. Police are searching for another possible suspect who took part in the robbery: a Hispanic male in his late 20s to early 30s; between 150 and 160 pounds with a dark tattoo on the outside of his forearm. He was last seen wearing a dark blue collared shirt and dark pants.

    Later Sunday evening, Garcia tried to shoot and kill a woman in her car in the parking lot of a Motel 6 on Blackstone Avenue in Tulare.

    The woman called 911 reporting gunshot wounds to her arm and chest area around 7:30 p.m. The woman was a guest at the hotel and did not know Garcia.

    “She made eye contact with the subject, and he followed her to her parking spot, and for unbeknownst reasons, fired at her vehicle,” said Matt Machado, Interim Tulare Police Chief. Her wounds are not life-threatening.

    Shortly after that, police believe Garcia was involved in an assault with a deadly weapon in Visalia. Police are also investigating Garcia’s connection to a homicide that happened around the same time in Lindsay.

    Around 1:30 a.m. Monday, police believe Garcia fired shots at a Shell gas station in the Pixley area.

    About an hour later, police say Garcia shot and killed a man at the AMPM on Lovers Lane in Visalia. That victim has been identified as Rocky Paul Jones, 51, of Visalia. Police say there is no known relationship to Garcia, and that surveillance footage shows the men exchanging words prior to the shooting.

    Less than an hour later, around 3 a.m., police say Garcia went to the home of his ex-girlfriend, in the 2400 block of North Sol Street in Visalia and fired several rounds while threatening her from her backyard. She and her children were able to escape unharmed, but Garcia fled before police responded.

    Around 5 a.m., a police officer stopped Garcia after recognizing his vehicle, but the suspect did not stop and escaped into an orchard near Road 140 and Avenue 256.

    That’s when police say Garcia held three farm workers at gunpoint and stole their truck, and fled the scene again. He traveled southbound in the northbound lane of Highway 65 at high speeds and “attempted to strike vehicles,” according to California Highway Patrol.

    Four people were hospitalized from car crashes involving that, including one Fresnan with critical injuries.

    Garcia fired shots at officers’ vehicles during the chase but no officer was injured. Officers also fired shots in return.

    Garcia was ejected from the stolen truck during a collision around 7 a.m. and was pronounced dead at the scene.

    The pursuit lasted about two minutes, police say.

    Boudreaux said Garcia’s string of random and brazen acts makes the case unique, pointing out that most crimes the community is accustomed to involve targeted gang activity.

    Officers are “scratching our heads” about a motive, but Boudreaux hinted that Garcia had recent relationship problems. An autopsy has yet to reveal if drugs or alcohol were involved.

    “These were not chosen targets, which makes it more dangerous,” he said. “This person was targeting anyone that got in the way. He equally was not deterred by the acts of law enforcement. He was a violent person.”

    Several agencies, including the Visalia Police Department and Exeter Police Department, worked with the Tulare County Sheriff’s Office on the case.

    Boudreaux said up to 12 crimes involving Garcia are currently being investigated, but that the case is ongoing and more evidence is needed.

    “Let me say this: As we were in the room preparing for this press confernce, we began learning of additional cases,” Boudreaux said.

    Lindsay homicide victim named, may be tied to Tulare County ‘reign of terror’

    Police on Tuesday released the name of a shooting victim killed in Lindsay on Sunday – a killing that may be related to a “reign of terror” across Tulare County on Monday.

    Rolando Soto, 38, died at an area hospital after he was shot around 3:20 p.m. Sunday in front of a residence on the 100 block of North Harvard Avenue.

    The case remained under investigation Tuesday. Lt. Ryan Heinks with the Lindsay Police Department said video surveillance shows a vehicle that looks “very similar” to the Honda Pilot driven by Gustavo Garcia, 36, the suspect in Monday’s rampage. Garcia died in a car crash following a police chase in Porterville after robbing a store, killing a stranger, and shooting others in random acts of violence, according to police.

    Heinks said detectives are “working to confirm” Garcia is the suspect in the Lindsay homicide. He said detectives are still reviewing surveillance video and forensic analysis.

    The Tulare Police Department, meanwhile, said Tuesday that Garcia stole ammunition from a Tulare Walmart around 12:30 p.m. Sunday. Video surveillance didn’t show the theft, police said, but that he was later seen walking in the business with several white boxes of 9-mm ammunition.

    “Walmart advised three boxes of ammunition were missing each with 100 rounds,” police said.

    An illegal alien who re-entered the United States after being deported died following a criminal rampage that included shooting at his ex-girlfriend and injuring four people while recklessly driving a vehicle.

    Gustavo Garcia, 36, spent 24 hours conducting a “reign of terror,” police officials said, showing a blatant disregard for human life.

    He robbed a store, killed a stranger, shot at his ex-girlfriend, stole a truck, engaged in a gun battle with police, and drove the wrong way down streets and crashed into vehicles, leaving four people injured, one critically, before he was flung from a stolen truck in a collision and died on Dec. 17.

    The spree started on Sunday when Garcia shot a farm worker in Exeter while the worker was on a ladder picking fruit.

    Three minutes later, he committed an armed robbery, taking thousands in cash from a small business. Several hours later, he shot at a woman who was in her car in the parking lot of a Motel 6 in Tulare.

    The spree also included homicide and an assault with a deadly weapon early Monday morning. The victim was identified as Rocky Paul Jones, 51, who police believe did not know Garcia before he was shot dead.

    Shortly after, Garcia went to the house of his ex-girlfriend in Visalia and fired several gunshots while threatening her.

    Garcia has a long criminal history, including multiple assaults with a deadly weapon, and was deported in 2014, officials said, according to the Visalia Times-Delta.

    “(Garcia) lost his life in a traffic accident and can’t see the ability of bringing him to justice, but we can say his reign of terror in Tulare County is stopped,” said Boudreaux.

    Family members of Jones, who was believed to be murdered by Garcia, reacted to the death.

    “He loved everybody with his own being, and he always made sure everyone knew that,” Jones niece Kenedi Baxter-Jones told KFSN. She added on a GoFundMe pagethat “Rocky Jones was a very giving, loving, and unselfish man. He was a dad, son, grandpa, uncle, cousin, and friend to many.”

    She said the family was upset that Garcia was deported but came back into the country, which is a felony crime.

    “The fact that he came back and my uncle is dead now is what angers us the most,” said Kenedi.

    She said the effort by law enforcement was not good enough.

    “The day before he robs a store, he shoots a guy in Exeter,” said Kenedi. “It shouldn’t have taken my uncle to be murdered at 2:30 a.m. for them to do anything.”

    Gunman asked Visalia Walmart customer to buy him bullets before killing 2

    Tommy Inthisane was finishing last-minute Christmas shopping with his wife at the bustling Noble Avenue Walmart in Visalia when he says a man approached him with a $100 bill and asked Inthisane to buy him bullets.

    Inthisane refused him with a lie, telling the future suspected killer that he didn't have an identification card.

    "He seemed happy when he asked me for the bullets," Inthisane said. "Was he ready to die? I thought he might be ready to commit suicide."

    Less than 24 hours later, Gustavo Garcia, 36, would take Tulare County law enforcement on a "reign of terror" that left three dead, including Garcia, and at least seven hospitalized.

    Detectives say Garcia had "a long criminal history," including multiple assaults with a deadly weapon, contributing to the delinquency of a minor and possession of a controlled substance.

    Garcia would be legally forbidden from purchasing ammunition as a result. Under California law, the penalty for the unauthorized resale of ammunition is a $1,000 fine and/or up to six months in county jail.

    It is unclear whether Garcia solicited others at the Walmart after Inthisane's refusal. Walmart officials declined to comment, however they are reviewing security camera footage, a security guard said.

    Visalia detectives were also unaware of Garcia's activity the night before his rampage began, Lt. Candido Alvarez said. Alvarez did say that Garcia broke into the ammunition safe at Tulare's Walmart and stole 300 9mm bullets earlier this month.

    He used a 9mm semi-automatic handgun in each of the alleged crimes.

    Inthisane says he recognized Garcia as a transient who frequently squatted outside the Arco AM/PM on Dinuba Boulevard, located near Inthisane's Visalia home.

    According to Inthisane, Garcia was joined at the Visalia Walmart with three other men. He says he saw Garcia pass a "baggie full of dope" to one of the men inside Walmart.

    Inthisane says that Garcia frequently appeared to be either "strung out or fiending" for methamphetamine and would sometimes strike an "aggressive" stance.

    Inthisane says the face of the man who received the drugs doesn't match the identity of a "person of interest" that Exeter police are looking for. That man is connected with Garcia and a Sunday afternoon robbery the duo allegedly committed after shooting an Exeter farmworker in the chest.

    Inthisane never expected what came after his refusal.

    After the robbery and shooting in Exeter, a Lindsay man died at the hands of Garcia, deputies said. Rolando Soto, 38, of Lindsay, died Sunday after being rushed to the hospital.

    At 7:30 p.m., at Motel 6 in Tulare, a woman was shot. Hours later, a Visalia man was shot outside his home on Oriole Avenue. Both are expected to survive.

    Early Monday morning, Garcia shot a man to death outside of a different AM/PM — on Lovers Lane — just miles away from Road 148 and Avenue 256, where Garcia initiated a shootout with Tulare County sheriff's deputies.

    No one was injured in the gun battle.

    From there, Garcia held three farm workers in an adjacent orchard at gunpoint, carjacking them. He took the stolen truck on a destructive high-speed chase down Highway 65 that culminated in a horrendous collision near Porterville.

    Garcia was ejected from the vehicle and died at the scene; the truck's cab separated from its bed and axle. The truck's engine flung "quite a distance" down the road, police said.

    Speeds exceeded 100 mph, according to sheriff's Sgt. Gary Marks.

    Four others were sent to the hospital, one to Fresno with "serious, critical" injuries.

    "I would sometimes give (Garcia) change," Inthisane said. "I never thought he would be capable of doing something like this."

    Inthisane could only guess at the man's mental stability.

    "(Garcia) must've been going through a lot or on something," he added.

    Inthisane lived in Visalia for 10 years before moving to Fresno for a job. He returned to Visalia about a year ago. He says in all his time in the Central Valley that he's "never seen anything like" Garcia's apparently random string of violent crimes.

    "This is a man with no regard for human life," Tulare County Sheriff Mike Boudreaux said of Garcia at a press conference on Monday.

    Detectives are also investigating Garcia's possible ties to shootings in Pixley, Sultana, another shooting in Visalia and an attempted homicide at Motel 6 in Tulare, Boudreaux said.

    Lindsay Police Department is also investigating a homicide that they believe Garcia may be connected to.

    California cops ‘frustrated’ with sanctuary laws stopping them from working with ICE

    A California sheriff whose officers were led on a wild chase earlier this week by a twice-deported illegal immigrant killer says cops are “very frustrated” with sanctuary state laws preventing them from working with Immigrations and Customs Enforcement agents.

    The comments from Tulare County Sheriff Mike Boudreaux come following the death of Gustavo Garcia, a 36-year-old who police say embarked on a 'reign of terror' robbing a convenience store, shooting and killing a person and firing at buildings before crashing a truck that he had stolen. The day-long crime spree that began Sunday in the Fresno area also left five injured, including one critical, and Lindsay Police suspect Garcia was involved in an additional murder there.


    During the chase Monday that ended in the crash that left Garcia dead, he drove the wrong way at speeds of up to 100 mph and hit four other cars – something that he appeared to have done on purpose, police said.

    “We are very frustrated with the fact that the way the laws are set up currently that law enforcement hands are tied,” Boudreaux said Wednesday, noting that in years past, Garcia – who had been in police custody shortly before the rampage -- would have been handed over to ICE in cooperation with them.

    The immigration agency says it placed a detainer on Garcia last week after he was arrested on a misdemeanor charge of being under the influence of a controlled substance. But Boudreaux said he had no choice but to let Garcia go since state law prohibits him from honoring that request unless ICE obtains an arrest warrant with the signature of a federal judge.

    “Gustavo Garcia in times past would have been turned over to ICE officials. Even though it was a misdemeanor charge, they placed a detainer on him. That detainer can no longer be recognized,” Boudreaux said.

    “That’s how we did it in the past and that’s how we had always done it. And now, that tool has been taken from law enforcement,” Boudreaux continued. “After [the passage of] SB-54 we no longer have that power.

    “That tool has been removed from our hands and because of that our county was shot up by a violent criminal that could have easily been prevented had we had the opportunity to reach out to our fellow counterparts,” he added.

    Senate Bill 54, enacted in September last year by state Democrats on a party-line vote, was drafted on the premise that undocumented immigrants would feel safer going to police to report crimes and aid in investigations if they didn’t have the risk of detention, according to the Washington Post.

    Boudreaux says he doesn’t disagree with all elements of California’s sanctuary policies, as he supports DACA, Dreamers and not using police to enforce immigration laws. But he said he hopes lawmakers in Sacramento “are paying very close attention that local law enforcement is very frustrated.”

    “The law the way it’s written needs a couple changes,” Boudreaux said. “We need some tweaking within that law.”

    ICE, in a statement sent to local media, said it previously deported Garcia in 2004 and 2014. He was sent to Mexico, according to Fox26.

    “Garcia-Ruiz served 27 months in federal prison for re-entering the country prior to his second removal,” the ICE statement said.

    “On December 14, 2018, ICE lodged an immigration detainer on Garcia… however that detainer was not honored and he was released from custody later that day without any notification to ICE,” it added.

    “This deadly rampage could have been prevented if ICE had been notified of his release. This is an unfortunate and extremely tragic example of how public safety is impacted with laws or policies limiting local law enforcement agencies’ ability to cooperate with ICE.”

    Boudreaux said Garcia’s crime spree earlier this week was the second time an undocumented person committed serious acts of violence in his county recently, referencing the 2016 disappearance of Cecilia Bravo, believed to have been killed by her husband.

    A previously deported illegal alien accused of killing a 51-year-old American could have been turned over to federal immigration officials and deported, again, if not for California’s sanctuary state law.

    Gustavo Garcia, a 36-year-old illegal alien, shot and killed 51-year-old Rocky Paul Jones of Visalia, California, on December 17 at a gas station, Breitbart News reported. Police said surveillance footage revealed Garcia and Jones spoke briefly before the killing, but the two did not know one another.

    Tulare County Sheriff Mike Boudreaux said the illegal alien went on a 24-hour “reign of terror” and “had no regard for human life” before dying in a car accident in the midst of a police chase. That day of “terror” included Garcia allegedly shooting a farm worker, shooting a woman in a parking lot, stealing a vehicle, robbing a gas station, and driving a car down a California highway in the wrong direction.

    Boudreaux told ABC30 that his sheriff’s department received a request from the Immigration and Customs Enforcement (ICE) to keep the illegal alien in police custody until he can be properly turned over to ICE officials.

    The sheriff’s department was forced to ignore the ICE request, which came just an hour before he was released into the general public where he later killed Jones. California’s sanctuary state law bans local law enforcement agencies from cooperating with ICE in nearly all cases.

    “What would be nice is if ICE is able to give us their qualifying reasons as to why that detainer is there, and minimally if we receive that detainer, we should be able to telephone ICE and say can you please give us the qualifying reasons for this detainer,” Boudreaux said.

    If Garcia had been turned over to ICE, rather than released from police custody as the state’s sanctuary law requires, he would have been detained and deported by federal immigration officials for the second time.

    Garcia was previously deported from the U.S. in 2014 by ICE. Before his first deportation, the illegal alien had a criminal record going back to 2002 where he was charged with crimes like illegal possession of a firearm. Garcia was previously ordered to be deported three times by federal officials.

    Now, Jones’ family is mourning his loss and decrying the state’s lax criminal laws.

    “You don’t think it’s gonna happen to you or your family or anything like that but by gosh when it does happen, you would hope that there’s laws there that hold people accountable and there’s just not here. There’s just not,” Jones’ brother, Jody, toldYourCentralValley.com.

    “They’re turning felonies into misdemeanors, misdemeanors into infractions and infractions into nothing,” Jones told KMPH. “And who pays for it? We do. The communities.”

    “To me, it’s not about gun control to me,” he said. “It’s about holding criminals accountable for their actions.”

    Jones leaves behind one daughter and had just turned 51-years-old last month. His family has set up a GoFundMe account to help raise money for his funeral expenses. Their goal is to raise $10,000.
