    A violent and ongoing battle between the Sinaloa and Juarez drug cartels has pushed this northern border city's homicide rate — already one of the highest in the world — to a record high in 2009, a report from the Chihuahua state Attorney General's Office says. Ciudad Juarez has had 1,986 slayings through mid-October, up from 1,171 for the same period in 2008.
