When I sold insurance there was a % added in to pay for the uninsured. Could the government be double dipping. Making us get the crappy obama care and fining the citizens who don't. The premiums are high because of the uninsured. So will the % added in be taken off lowering policies? I bet not... instead they will be pushing local taxpayers to pick up the tab on something they are charging for.
