    The state pays about $50 million a year to house illegal immigrants in state prisons. The county housed 640 illegal immigrants at the jail last year. Those inmates cost the county $1.5 million and that doesn't include court costs or law enforcement.

    Yakima county asks the feds for help with these costs through the State Criminal Alien Assistance Program or SCAP. The county received about $200,000 or $300,000 to help until this year. Federal cuts and more governments asking for funding has reduced the amount allotted to Yakima County. Our county will only receive $40,000 to help out with costs.

    Yakima County has continued to ask the state for assistance for years to no avail. Costs not covered by the SCAP program are passed down to local taxpayers.

    The SCAAP program is the one that Bush tried to zero out the latest budget. He says he cares about protecting the people of America against harm, yet when the states demanded money to cover the expenses to incarcerate illegal alien felons, Bush's response was to allocate zero funding for this program, and made a recommendation that the program be scrapped. The Congress had to override his budget request an re-instated funding to help out states burdened with jailing masses of illegal alien thugs and criminals. Some dedication to protecting America, eh?

    From the The California Institute for Federal Policy Research (under section: Dept. of Justice) for fiscal year 2007:

    SCAAP - The President’s Budget proposes eliminating the State Criminal Alien Assistance Program, as it has for the last few years. The enacted FY06 appropriations bill, however, includes $405 million in SCAAP funding (instated by Congress). California receives about 40 percent of SCAAP funding. Of the $301 million appropriated in FY05, California’s state and local governments received $121 million.

    What a scumbag, he won't seal the border, all the while claiming he cares about the safety and security of Americans, then turns around and tries to eliminate the SCAAP program. If not for the reinstatement by Congress, the states would've had to foot the entire bill, hundreds of millions of dollars, to incarcerate illegal alien criminals.

    Yest in the same analysis, he proposed funding adult literacy programs for immigrants:

    The president proposes that of $564 million in state adult education assistance grants, that $68 million in language literacy assistance be distributed to states using a formula. That formula specifies that 65 percent of the grant will be apportioned based on a state’s 10-year average share of legal permanent resident immigrants admitted, and the remaining 35 percent will be based on legal permanent immigration growth rates over the past three years. Each state is granted a minimum apportionment of $60,000, according to the proposal.
