    Falcon Lake Mexican Investigator Decapitated

    FALCON LAKE - Zapata County sheriff confirms murder of Mexican investigator

    MCALLEN -- A Mexican investigator involved in the search for David Hartley's body on Falcon Lake has been murdered, two border officials said Tuesday. Zapata County Sheriff Sigifredo Gonzalez Jr. told CHANNEL 5 NEWS Rolando Armando Flores Villegas, a homicide investigator for the Procuraduria de Tamaulipas, was decapitated and his body was delivered to the Mexican military in a suitcase Tuesday morning.

    Texas Representative Aaron Pena first broke the news via his twitter account Tuesday afternoon. CHANNEL 5 NEWS spoke with Rep. Pena who said he received the information from a trusted source. The Mexican investigator who Gonzalez said was killed delivered documents to a CHANNEL 5 NEWS photographer over the weekend in Reynosa, Mexico. He also provided our photographer with information about two Mexican brothers, alleged Zeta cartel members, suspected of involvement in the alleged murder of David Hartley. Villegas said Juan Pedro and Jose Manuel Saldivar Farias are suspected members of the Zeta drug cartel, wanted criminals, and members of a pirate gang that has been terrorizing boaters on Falcon Lake and residents of a nearby Mexican town. The brothers are named as suspects in the Sept. 30 reported deadly shooting of David Hartley on Falcon Lake.

    Hartley's wife Tiffany says they were ambushed by men in three boats while taking pictures near a historic church. Tiffany Hartley says her husband was shot in the head and she was forced to abandon his body as the pirates approached her. Villegas provided CHANNEL 5 NEWS with two documents from the Mexican State of Tamaulipas. The documents contain information about one of the brothers, Juan Pedro, including his last known address in the Mexican town of Guerrero. Villegas told CHANNEL 5 NEWS photographs of the two suspects were not available, as it is often difficult to obtain photos of known cartel members. Villegas said the brothers had not been arrested as of Sunday evening. On Saturday, Tamaulipas State Police Unit chief Juan Carlos Ballesteros released similar information and documents to members of the Mexican media and CHANNEL 5 NEWS sources. Ballesteros told reporters the pair was already wanted for a list of felonies including murder, kidnapping, armed robbery, and arson. Ballesteros said the brothers belonged to a gang of pirates that have terrorized Falcon Lake and a nearby Mexican town.

    The news out of Mexico surprised Zapata County Sheriff Sigifredo Gonzalez Jr., who told CHANNEL 5 NEWS he had no knowledge of any suspects in the Hartley case. The state announcement came one day after the Mexican government announced it opened a federal investigation into the reported shooting on Falcon Lake. The Tamaulipas state civil protection agency told the Associated Press Sunday it had 102 people searching the lake and shore with the help of three boats, five all-terrain vehicles and 53 trucks. Speaking to CHANNEL 5 NEWS outside of her McAllen home Sunday, Tiffany Hartley spoke about the suspects named by Mexican authorities. "I'm a little hopeful," she said. "Hopefully it's going to bring David home. Hopefully they can tell us where he is."

    (CNN) -- The severed head of the lead Mexican investigator in the Falcon Lake case, Rolando Armando Flores Villegas, was delivered Tuesday in a suitcase to the Mexican military, Texas Rep. Aaron Pena told CNN.

    But a spokesman for the attorney general of Tamaulipas state in Mexico said he had not heard the report.

    "We have nothing official," said Ruben Dario-Rios, the spokesman. "We have not heard any report about one of our investigators being killed. We have over 1,000 investigators working for the state."

    The report came a day after authorities in the Tamaulipas state attorney general's office gave conflicting information on whether authorities were pursuing a pair of suspects in the case of a U.S. citizen who disappeared during a sightseeing trip on the U.S.-Mexican border in South Texas.

    While Luis Homero Uvalle, a spokesman for the office, told CNN the suspects are brothers who are "well known to this area" -- identifying them only as "El 27" and "El 31" -- Dario-Rios, the chief spokesman for the attorney general said, "We have nothing official about suspects in the disappearance of David Hartley. I do not know where that is coming from."

    Dario-Rios said Monday that Flores had not indicated to him that any suspects had been identified.

    David Michael Hartley was last reported seen September 30. His wife, Tiffany, told authorities her husband was shot and killed during a sightseeing trip on Falcon Lake, which straddles the border.

    On Monday, Tiffany Hartley, along with David Hartley's mother, Pam, appeared on television talk shows asking for information to help investigators find those responsible for David's death and find his body.

    "Until we have him back, it's not final," Tiffany Hartley said on NBC's "The Today Show."

    On Sunday, the U.S. Border Patrol, the Coast Guard, and Parks and Wildlife officials were back on the U.S. side of the lake searching for new evidence in the case, said Zapata County Sheriff Sigifredo Gonzales.

    Authorities from both nations have been conducting separate searches and holding regular meetings, State Department spokeswoman Virginia Staab said. But because the disappearance allegedly occurred on the Mexican side of the border, the United States cannot prosecute or make arrests in the case, the sheriff said.

    Falcon Lake is on the Rio Grande in Zapata and Starr counties in South Texas. The U.S.-Mexican border runs through the middle of the lake.

    Rep. Henry Cuellar, D-Texas, said 60 Mexican personnel, three boats and a helicopter had participated in the search.

    This story just keeps gettng weirder!

    I wonder if Tiffany is in some sort of "witness protection" type of program. If she keeps talking to the media, she might be next.

    This is so sick...When is OBAMA going to stand up and be a MAN..
    Lock the borders ..line them up with every type of weapon we have and keep them out...They have no remorse and sooner or later they will be coming after us!!

    The Hartley's must be sicken to hear this and what kind of president we have that he can't even open his mouth to them or the Mexican government..
    He should tell the Hartley's that he is sorry that the Mexican government trumps us and while I'm sitting here in the WHITLISS house I have no worries of the cartel or the illegals they cant touch me..You people below me mean nothing to me.
    Dipwad needs to tell the Hartley's he will do everything possible to recover David and bring him home!

    This morning I heard the father state that he didn't believe they would ever get the body back, that Falcon Lake would be his son's headstone.

    the cartels have not only threatened the Mexican Authorities,
    but have now threatened AMERICAN AUTHORITIES investigating this case

    Well Its nice to know that when they crossover to our side of the border that they are still protected by our government..Nobody shoots them NOBODY!!!

    The cartel own Mexico they run it Obama needs to seek out the real President of that country and Have a Beer with him and ask for Davids body and hope there isn't a machete nearby cause Im sure they would use it...Find the real Presdent of Mexico OBAMA!!

It's very obvious to see by what happened here that if you're involved in trying to perform some kind of rescue operation or search operation your life is in danger," Sheriff Gonzalez said.

"Obviously with what happened here, with officer Villegas in Mexico, the search may be postponed for awhile," Gonzalez said. "As far as we know, we're still looking for a body. What I can tell you is we'll continue doing so as long as we think the possibility of recovering something is there. But we must also admit as time goes by the probabilities start getting slimmer and slimmer."
