SANTO DOMINGO, Dominican Republic — Four Dominicans have been charged with involuntary manslaughter for allegedly helping to organize an illegal boat trip to Puerto Rico that ended in the deaths of 29 migrants.

A judge has ordered Gregorio Maria Marizan and his brother Saulo to spend a year in prison until the trial begins.

Two other migrants who survived have been ordered to appear before a magistrate every week until a court date is set.

Gregorio Maria had said the boat's engines failed and that the captain disappeared when people started dying.

Maria and four others survived at sea by eating the flesh
