    What Westat found was that those employers aware of the E-Verify program decided not to use the system because they perceived no benefit from participating compared to the cost and logistics burden to participate.

    Well, if there were stiffer penalities for those employing illegals, perhaps they will then perceive the benefit to outweigh the costs...

    The cost comes from having to train the employee how to record the info about the IDs, train the employees to use E-VERIFY, train the employees to keep the proper records so that they don't get fined for not having the right info on file for every employee, the soft-ware needed to run E-VERIFY, the time the employee has to spend with the potential new employees to explain what documents they must provide. The time they send on all of this could be spend on other work so this is an extra cost to the company. Large companies have to hire employees who do nothing else. They spend time to make copies of the documents presented by new hires, file these copies and present them to I.C.E. if requested, etc.

    It is the small businesses of 50 or less employees who most need to be using
    E-verify. The construction industry has been one of the biggest employers of illegals and many of these companies are run by subcontractors who employ a crew of less than 50.

    More and more companies are using employement agencies to do the bulk of the HR work. Agencies do the drug and background checks as well as basic skills checks. I am sure that they will get a bulk rate with E-Verify and its not going to take hours to do the data input also.
