    Federal fugitive arrested in Escondido rape, armed robbery

    ESCONDIDO — Escondido police released more information Thursday about the man suspected in the armed robbery, rape and vehicle theft of a store employee in a strip mall Wednesday night.

    Jugo Elmer Garcia, 18, was arrested a few blocks away about five hours later after attempting to rob two people, police Lt. Chris Wynn said.

    In January, an immigration judge had ordered Garcia out of the country. His failure to leave made him a federal fugitive, Wynn said,

    The first alleged assault on Wednesday was reported about 5:07 p.m. at Family Accessories in the Valley Plaza Shopping Center on East Valley Parkway, near North Rose Street. A woman was working alone in the store when a man came in with a gun, Wynn said.

    Police said the man raped the woman, robbed her and took her car keys. He left in her 2000 Ford Expedition.

    While officers were looking for the assailant, they received a report of an attempted armed robbery of two women as they were leaving a check cashing business a block away on East Valley Parkway. The women ran to another business and called police about 9:30 p.m., Wynn said.

    Immigration and Customs Enforcement agents working with Escondido police spotted the stolen SUV in a parking lot at East Valley Parkway and Beech Street about 10 p.m. The driver was arrested after agents found a handgun in the SUV and victims from the attempted robbery identified him, Wynn said.

    Garcia was booked into the Vista jail on two counts of armed robbery, two counts of attempted armed robbery, one count of rape, one count of auto theft and one count of possession of a loaded firearm, Wynn said. Other charges are being evaluated, he said.

    ESCONDIDO ---- An 18-year-old man who was in the country illegally was arrested Wednesday night on suspicion of a crime spree that included armed robbery, rape and carjacking, police said.

    Police responded at 5:07 p.m. to a report of an armed robbery and sexual assault at 1690 E. Valley Parkway, Lt. Mark Wrisley said Wednesday. A woman who was the lone clerk at a store in a strip mall told police a man she didn't know came into the shop, threatened her with a gun and raped her.

    The man then reportedly took items from the store and robbed the victim of personal property, including her keys, Lt. Chris Wynn said. She said the man drove away in her 2000 Ford Expedition.

    The man apparently tried to commit a second armed robbery about four hours later, outside a business near the scene of the first crime, police said.

    A woman called 911 at 9:28 p.m. to report an attempted robbery in a commercial area in the 1500 block of East Valley Parkway, Wrisley said.

    The woman said she and another woman were outside a check-cashing business when a man came up to them, threatened them with a gun, and demanded property, Wynn said.

    The women refused, and ran to a nearby gas station where they called 911, Wynn said.

    Two U.S. Immigration and Customs Enforcement officers who work with police as part of a joint effort to catch criminal illegal immigrants responded to the report of an attempted robbery, Wynn said. They spotted the suspect driving the stolen vehicle into a parking lot near the intersection of Beech Street and East Valley Parkway.

    The vehicle stopped, and the agents detained the suspect at gunpoint, Wynn said. He said the suspect was identified as Jugo Elmer Garcia.

    Garcia was armed with a handgun, but he did not display it when officers detained him, Wrisley said.

    Garcia was booked into Vista Detention Center on suspicion of armed robbery, attempted armed robbery, rape, auto theft, and possession of a loaded firearm, Wrisley said.

    Authorities determined that Garcia was an illegal immigrant who was in the country despite a judge's deportation order, Wynn said.

    Since there is no Wal-Mart type greeter down there on the border checking off name's of people "Ordered" deported how did they know he was a federal fugitive until his name came up on the crime report?

    When the judge "Ordered" him out of the country then did they get a check-mark over in the column of "Deported"
    Thereby adding artificially towards the historic, record breaking amount of illegal's deported by this hardworking honest administration?

    Sometimes my meds make me want to ask questions that have no answer's.

    Here is another one.

    We have all heard the term "Extra money"
    Ya know work my shift on the salt station for me and you will have extra money!!! Sounds good eh?

    Has any-one actually seen what "Extra money" looks like?

    I am wondering if maybe the print is bigger or something?
    I have worked many extra shifts but I have never seen this elusive "Extra Money"?

    When you are order to leave you are required to "Check Out" with an I.C.E. Agent at the airport, harbor, or border crossing. If they don't receive confirmation from an agent they you actually left you are considered a federal fugitive.
