    The article quoted a rare statement made by a president concerning which branch of government has the power to regulate immigration. President Ulysses S. Grant wrote in a memo to the House of

    Representatives:“Responsibility over immigration can only belong with the States since this is where the Constitution kept the power.”
    Yes, Grant is right. It is not Article 1, Section 8 concerning "naturalization", no it is not the "Bill of Rights" which is Amendments 1 -10. It is the next section of Article 1, Section 9 which specifically addresses immigration and that power is with the states, balanced by the federal government's check to prohibit it after the year 1808.

    Here it is, plain as day, clear as a bell:

    US Constitution

    Article 1, Section 9.

    The migration or importation of such persons as any of the states now existing shall think proper to admit, shall not be prohibited by the Congress prior to the year one thousand eight hundred and eight, but a tax or duty may be imposed on such importation, not exceeding ten dollars for each person.
    Good God, people, what more do you need? The STATES admit whomever they see fit to admit, subject to federal authority to prohibit it. That's what the US Constitution says in our language, plain as day, clear as a bell.

    The federal government has NEVER had any authority or power to admit immigrants of any kind from anywhere. Only States have this authority under the US Constitution. The federal government may as it deems fit prohibit it, prevent it, stop it. But the federal government can not admit immigrants into the United States because it has no authority to do so under the US Constitution, because that authority rests solely with the States, and rightly so.

    The Founders weren't idiots. They were very intelligent people and they knew the federal government could never be trusted with authority over immigration with the power to flood this country with immigrants of its choice and numbers, because the federal government could be bought up like a cheap sack of potatoes by business interests, foreign interests, and unacceptable political interests and bankrupt American Workers, bankrupt American businesses, and bankrupt State and Federal Treasuries, not to mention use its naturalization powers to allow them all to become citizens in a just a few years and use their votes to change the entire government of the United States.

    Oh wait ... gee, that's exactly what has happened, and this was never supposed to be. It's right there in the US Constitution, Article 1, Section 9. States admit as they see fit, balanced by the check of the federal government to prohibit it, prevent it or stop it.
