One of the accounts that I have read about the incident said that in the group of 14 laborers there were actually 12 Guatemalans, a Mexican and one Puerto Rican.
I think Huehuetenango is a part of the area in Guatemala recently effected by a hurricane, flooding and landslides.I support enforcement and see its lack as bad for the 3rd World as well.
