You know, they can pass anything without fear of hurting the city. What a fool I've been, assuming this DOJ would enforce it. So, and I believe congress knows this, it is just s window dressing for the folks back home, again making us believe that they are on top of it. After 29 years, if they were on top of it sanctuary cities would never have been, and Kathryn Steinle would still be alive. (As would thousands of others still be alive, and we would not be guilty of abetting murders.)
