Governor will tighten driver's license rules

Gov. Ted Kulongoski plans to issue an executive order Friday aimed at tightening restrictions on Oregon driver's licenses, a move that would deny licenses to illegal immigrants unless the Legislature approves a secondary, "driving only" permit.
Under Kulongoski's order, which would be subject to approval by the Oregon Transportation Commission, licenses would only be issued to those who have valid Social Security numbers, or who can prove they're in the country legally. Motor vehicle officials would be required to verify the Social Security numbers, which currently is only done for commercial drivers.
License applicants would no longer be allowed to use foreign consulate cards without other types of immigration documents that show they have legal standing to be in the country.
In a draft of the order, which was posted Thursday on an immigrant rights' Web site, Kulongoski says he is acting out of security concerns about the state's loose rules for getting a license.
"It appears that criminal organizations both inside and outside Oregon are using Oregon's permissive standards in order to assist persons to illegally obtain driver licenses and identification cards from DMV," the draft order states.
A spokeswoman for the governor was unavailable for immediate comment on the order.
Supporters of tighter license restrictions called Kulongoski's move a good first step.
"I'm glad he's coming to the party," said Rep. Kim Thatcher, R-Salem, who is working on a proposal for the February special legislative session to require proof of legal residency to get an Oregon license.
But Oregon immigration rights advocates were harshly critical.
"This is clearly aimed at undocumented immigrants, and not at any sort of national security plan," said Aeryca Steinbauer of CAUSA, which advocates for immigrants. "We're obviously very disappointed to see this development come out of the governor's office."
She and other critics of the executive order are scheduled to meet with the governor's office this morning.

Did I not see an article earlier saying he was sticking with the current program of giving them to illegals?
