The letter says the mayor and city officials issuing an ID, plus any citizen or organizations accepting such an ID card, would be subject to fines and imprisonment.
In addition, the letter says that such and ID card and its acceptance would be criminal racketeering. Officials implementing an ID Card and citizens accepting it would be engaged in immigration racketeering would be subject to private law suits under RICO.

GirlyGirl369- Thanks for this information. I just asked on another thread about whether people could sue a sanctuary city/state.I would think that it was possible because it would be a dereliction of duty. Thanks again for the answer.

Can you provide a link for info on criminal racketeering. I would be interested in it in the context of my industry which has been heavily infiltrated.
