Looser credit meant home ownership became available for many Hispanics working in a cash economy and who do not have the extensive credit histories that traditional lenders require.
By cash economy I would venture a stong guess they mean working off the books which I believe is also illegal in America. But than if you illegal to begin with what one more crime Tah!
