    WASHINGTON — The House has voted to eliminate a law that sets country-by-country caps on visas offered to skilled workers seeking permanent residence in the United States.

    The legislation, passed Tuesday 389-15, was a rare example of bipartisan accord on immigration, an issue that has largely been avoided during the current session of Congress.

    The measure had the support of the high-tech industry seeking to retain skilled immigrant workers and should benefit Indians and Chinese who now often return to their own countries rather than face stiff competition in getting a green card.

    Under current law, employment-based visas to any one country can't exceed 7 percent of the total number of such visas given out. As a result, applicants from China or India may endure years or even decades on waiting lists.

    WASHINGTON — Rep. Jason Chaffetz took office three years ago saying he wanted to fix legal immigration.
