If the cost is too high, it acts as a deterrent! The stakes have been raised!

The only thing it raises is our costs dealing with these people. I've never believed in the self-deportation scheme, I've never believed in federal prisons as "deterrents" where they have a clean bed, 3 meals a day and don't have to break their backs working for it.
