    ICE arrests 976 gang members and associates during ‘Project Wildfire’ surge




    WASHINGTON — Nearly 1,000 gang members and associates from 239 different gangs were arrested in 282 cities across the U.S. during Project Wildfire, a six-week operation led by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). The operation targeted transnational criminal gangs and others associated with transnational criminal activity.

    “Criminal gangs inflict violence and fear upon our communities, and without the attention of law enforcement, these groups can spread like a cancer,” said ICE Director Sarah R. Saldaña.

    “That’s why ICE works with law enforcement partners around the country to stamp out gang activity wherever it takes place.”


    Project Wildfire was a surge operation led by the HSI National Gang Unit and ran Feb. 23 to March 31. HSI special agents worked with 215 state, local and federal law enforcement partners, including ICE’s Enforcement and Removal Operations (ERO), to apprehend individuals from various gangs.


    This operation was part of HSI’s Operation Community Shield, a global initiative, where HSI collaborates with federal, state and local law enforcement partners to combat the growth and proliferation of transnational criminal street gangs, prison gangs and outlaw motorcycle gangs in the United States and abroad. Through its domestic and international Operation Community Shield task forces, HSI leverages its worldwide presence and expansive statutory and civil enforcement authorities to mitigate the threats posted by these global networks, often through the tracing and seizing of cash, weapons and other illicit proceeds.


    Most of the individuals arrested during Project Wildfire were U.S. citizens, but 199 foreign nationals were also arrested, from 18 countries in South and Central America, Asia, Africa, Europe and the Caribbean.


    Of the individuals arrested, 976 were gang members and associates. HSI agents also arrested – or assisted in the arrest – of 231 other individuals on federal and/or state criminal violations and administrative immigration violations, for a total of 1,207 arrests. Of the total 1,207 arrested, 1,057 were males and 150 were females.


    Of the 976 gang members or associates arrested: 913 were charged with criminal offenses and 63 were arrested administratively for immigration violations; 650 had violent criminal histories, including 19 individuals wanted on active warrants for murder and 15 for rape or sexual assault; and 199 were foreign nationals, of which 151 were gang members and gang associates.


    The majority of arrestees were affiliated with the Sureños, Norteños, Bloods, Crips, Puerto Rican-based gangs and several prison-based gangs.


    Enforcement actions occurred around the country, with the greatest activity taking place in the San Juan, Dallas, El Paso, Los Angeles and Detroit HSI areas.


    Enforcement actions conducted during Project Wildfire include:


    • In Puerto Rico and central Florida, 46 members of the Zorrilla criminal organization were arrested for various charges of manufacturing and distributing narcotics, money laundering and other related criminal activity.
    • In Lubbock, Texas, HSI special agents and task force officers arrested 122 known or suspected gang members and associates from the Bloods, Crips Rolling 60s, Mexican Mafia, Sureños, West Texas, Raza Unida, Aryan Brotherhood, White Aryan Resistance, West Side, Gangster Disciples, Peckerwood, Texas Syndicate and West Texas Tango.
    • In the Detroit area, HSI special agents and task force officers arrested 89 gang members and associates with ties to gangs such as the Latin Counts, Folk Nation, Sureños and Atherton Terrace.
    • In the Chicago area, HSI special agents arrested 30 gang members and affiliates with ties to the Sureños 13, Latin Kings, La Raza, Conservative Vice Lords, Gangster Disciples, 4 Corner Hustlers, Maniac Latin Disciples and the Vice Lords.
    • In California’s Imperial Valley, HSI special agents arrested 28 individuals, including 10 documented gang members of the Brole, North Side Centro, West Side Centro, South Side Centro and Pilgrim Street gangs.


    HSI special agents also seized 82 firearms, 5.2 kilograms of methamphetamine, 7.8 kilograms of marijuana, 5.6 kilograms of cocaine, 1.5 kilograms of heroin, $379,399 in U.S currency, counterfeit merchandise with a manufactures suggested retail price of $547,534 and five vehicles during Project Wildfire.

    Since the inception of Operation Community Shield in February 2005, HSI special agents working in conjunction with federal, state and local law enforcement agencies have arrested more than 36,000 street gang members and associates linked to more than 2,600 different gangs. At least 46 percent of those arrested had a violent criminal history.

    More than 490 of those arrested were gang leaders, and more than 4,700 were MS-13 gang members or associates. Through this initiative, HSI has seized more than 6,600 firearms nationally.


    The National Gang Unit oversees HSI’s expansive transnational gang portfolio and enables special agents to bring the fight to these criminal enterprises through the development of uniform enforcement and intelligence-sharing strategies.

    New Jersey man admits selling 33 firearms illegally

    NEWARK, N.J. — A Hudson County man admitted Tuesday to selling 33 firearms to a confidential informant. The guilty plea follows an investigation by U.S. Immigration and Customs Enforcement's (ICE) Homeland Security Investigations (HSI), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Jersey City Police Department.

    Bernardo Guzman, 27, of Jersey City pleaded guilty to one count of possessing firearms while being a previously convicted felon.


    According to court documents, Guzman admitted that on Nov. 14, 2013, he met with an individual in the parking lot of a grocery store in Fort Lee, New Jersey, to illegally sell three handguns. Guzman also admitted that from June 2013 through February 2014, he sold approximately 33 firearms and hundreds of rounds of ammunition to a confidential informant.

    The firearms sold by Guzman consisted of semiautomatic weapons, sawed-off shotguns, assault-style rifles and firearms with high-capacity magazines. Some of the firearms had obliterated serial numbers. All of the weapons and ammunition are now in the custody of law enforcement.


    The charge to which Guzman pleaded guilty carries a maximum penalty of 10 years in prison and a fine of $250,000. Sentencing is scheduled for July 11, 2015.

    LAS VEGAS (KSNV MyNews3) — Nearly 1,000 gang members and associates, including 22 individuals from the Las Vegas area, were arrested during Project Wildfire, a nationwide six-week operation targeting transnational criminal gangs, according to a news release from the U.S. Immigration and Customs Enforcement’s Homeland Security Investigations.

    Project Wildfire, which ran from Feb. 23 to March 31, led to the arrest of individuals tied to more than a dozen street gangs in the Las Vegas area, including Hustlers Taking Over and Public Enemy Number One. All 22 of those taken into custody locally are being prosecuted on criminal charges, primarily for state offenses, including drug, weapons and parole violations.

    In Las Vegas, the Project Wildfire arrests included a 23-year-old HTO member taken into custody March 28 on state drug and weapons charges who has a prior robbery conviction. Also taken into custody locally during the surge was a 22-year-old Del Monico Crips gang member arrested March 9 on a felony warrant for home invasion.

In addition to the arrests, Project Wildfire resulted in the seizure of more than 80 firearms.

    17 arrested in series of raids on East Oakland gangs

    At least 17 people with ties to two rival East Oakland gangs were arrested Thursday during coordinated raids aimed at stemming the bloodshed from gun violence, authorities said.

    Those arrested are members or associates of two “notorious and violent” gangs that operate near 65th and 69th avenues,” said Police Chief Sean Whent at a news conference.


    During a series of predawn raids in Oakland as well as Stockton, Berkeley and San Leandro, law-enforcement officers served 22 search warrants, arrested at least 17 suspects — including two women — and seized six weapons, officials said.

    More than 20 suspects were still being sought, and police planned to aggressively pursue others who saw an opportunity to take over gang leadership roles after the arrests, said Oakland police Capt. Ersie Joyner.

    “This isn’t just over today,” Joyner said. “We’re not celebrating the fact that crime is about to go down.”


    Alameda County prosecutors are expected to decide Monday whether to file formal charges against those arrested.


    The busts were part of Operation Ceasefire, a strategy used around the country in which police, prosecutors, community leaders and service providers meet with alleged members of gangs or groups, offering support and telling them that gun violence must stop.


    People who refuse to cooperate after the meetings, which are known as call-ins, are targeted for arrest if the violence continues.


    The agencies involved in Thursday’s sweep included Oakland police, the Alameda County district attorney’s office, the state Department of Justice, the California Highway Patrol, the FBI, the U.S. Marshals Service and county probation officers.


    “It does not bring us joy to send young men to prison,” said Oakland Mayor Libby Schaaf. “But it is a necessary part of our absolute determination to bring an end to gun violence in Oakland.”

    Schaaf said those arrested were not only responsible for gang violence but for also “terrorizing Oaklanders.” Citizens “will sleep better knowing that the people who are engaged in carjackings, in home-invasion robberies, in street robberies are no longer at large,” she said.


    The news conference was held in the parking lot of Acts Full Gospel Church, which sits in the middle of the rival gangs’ turfs. Whent noted that several gang members killed as part of an ongoing feud had their funeral services held at the church.


    Tensions between the two gangs go back decades. But the feud escalated in September, when 21-year-old Frank Denard, a high-ranking member of the 69th Avenue gang, was shot and killed while driving on the 1300 block of 76th Avenue, police said.


    Denard’s brother Lawrence Denard and a second man, Willie Torrence, both alleged members of the 69th Avenue gang, were convicted or murdering 3-year-old Carlos Nava in 2011. Their gunfire was meant for two 65th Avenue gang members who were wounded in the attack.

    Since 2012, police and community workers have pulled gang members aside and told them that there were alternatives to violence.


    “We warned members of these gangs that continuing to engage in violence would result in arrests,” Whent said. “We meant it when we said that. We will not tolerate gun violence in this city.”

    13 Colorado gang members arrested in national sting

    WASHINGTON – Nearly 1,000 gang members have been arrested in the past six weeks as part of a national crackdown – and 13 of those were made in Colorado.

    This comes as local officials warn against heightened gang activity in the Denver metro area, which as of mid-March had seen eight gang-related homicides and 11 assaults since the beginning of the year – an increase over 2014.


    Dubbed Project Wildfire, the national surge led by ICE's Homeland Security Investigations Unit also led to the arrest of 231 other individuals for federal, state or immigration violations.


    Five of the gang arrests happened in Denver, two took place in Glenwood Springs and six people were arrested in Grand Junction.


    The cities that saw the most Project Wildfire arrests were San Juan, Dallas, El Paso, Los Angeles and Detroit, according to U.S. Immigration and Customs Enforcement.


    Agents also seized 82 firearms, 5.2 kilograms of methamphetamine, 7.8 kilograms of marijuana, 5.6 kilograms of cocaine, 1.5 kilograms of heroin, $379,999 in U.S. currency, counterfeit merchandise and five vehicles.


    Details about the specifics of the Colorado arrests were sparse. ICE did say that the Aurora and Federal Heights Police Departments helped with the Denver-area arrests.

    Nearly 1,000 suspected gang members, including almost 90 from the Los Angeles area, were swept up in a nationwide crackdown on transnational gangs, authorities announced Wednesday.

    The sweep, dubbed Operation Wildfire, pulled in 87 members of more than 40 local gangs including Barrio Van Nuys, the Eastside Wilmas and 18th Street, said Immigration and Customs Enforcement officials in a news statement. The sweeps were carried out from Feb. 23 to March 31.

    An additional 50 people from the Bay Area and 28 from Imperial Valley were arrested, officials said.

    Most of those arrested were charged with violating state laws but many from countries like Mexico, Guatemala, El Salvador and Honduras also are being processed for deportation, authorities said.


    Nearly 180 people were arrested in California as part of the operation; 976 people were taken into custody in total. Five vehicles, about 80 guns, 20 kilos of drugs, $380,000 in cash and $550,000 in counterfeit goods were seized during the sweep, authorities said.

    Officials say 19 of those arrested had warrants for murder and an additional 15 for rape or sexual assault. One man in L.A. was arrested on suspicion of narcotics trafficking after law enforcement officials said they found he was allegedly selling methamphetamine within 100 yards of a school.


    The crackdown involved ICE, agents from Homeland Security Investigations and hundreds of local police departments across the country.


    Authorities believe that up to 70% of the nation’s methamphetamine enters the country through the San Diego Port of Entry.

    Members and associates from 239 different gangs were arrested in 282 cities across the U.S. during what’s been called Project Wildfire, a six-week operation that included 215 state, local and federal law enforcement agencies. Already at least 913 people have been charged with criminal offenses as a result of the operation, which began in mid -February. Those arrested include 650 with violent criminal histories, including 19 individuals wanted on active warrants for murder and 15 for rape or sexual assault. There were 200 foreign nationals arrested in the raids.


    “This is where grassroots law enforcement starts. This is how we get a baseline read of what’s happening… it all builds on itself…this is what federal agencies, investigative agencies like HSI, are doing to target transnational criminality,” Homeland Security's Greg Mandoli said as he, and a team of officers that included local agencies, returned from raids in Placentia, Calif.

    SALT LAKE CITY — An operation led by the U.S. Immigration and Customs Enforcement’s National Gang Unit resulted in the arrests of 976 gang members or associates, including 18 people living in Utah.

    The six-week operation, termed “Project Wildfire,” targeted transnational criminal gangs and others associated with transnational criminal activity.


    According to a press release from ICE, some of the Utahns arrested during the operation were affiliated with the Sureños, Crips, Soldiers of Aryan Culture, Tiny Oriental Posse or Varrio Loco Town.


    The Utah arrests occurred in Salt Lake City, Sandy, Murray, Layton, West Jordan, West Valley City, Midvale, Kearns and St. George.


    “Criminal gangs inflict violence and fear upon our communities, and without the attention of law enforcement, these groups can spread like a cancer,” said ICE Director Sarah R. Saldaña in a statement sent to FOX 13. “That’s why ICE works with law enforcement partners around the country to stamp out gang activity wherever it takes place.”


    Law enforcement officials from the Unified Police Department, the West Valley City Police Department, The Taylorsville City Police Department, the Cottonwood Heights Police Department and the St. George Police Department participated in the operation.     “Criminal gangs inflict violence and fear upon our communities, and without the attention of law enforcement, these groups can spread like a cancer,” said ICE Director Sarah R. Saldaña. “That's why ICE works with law enforcement partners around the country to stamp out gang activity wherever it takes place.”


    Project Wildfire was a surge operation led by the HSI National Gang Unit and ran Feb. 23 to March 31. HSI special agents worked with 215 state, local and federal law enforcement partners, including ICE's Enforcement and Removal Operations (ERO), to apprehend individuals from various gangs.


    This operation was part of HSI's Operation Community Shield, a global initiative, where HSI collaborates with federal, state and local law enforcement partners to combat the growth and proliferation of transnational criminal street gangs, prison gangs and outlaw motorcycle gangs in the United States and abroad.


    Through its domestic and international Operation Community Shield task forces, HSI leverages its worldwide presence and expansive statutory and civil enforcement authorities to mitigate the threats posted by these global networks, often through the tracing and seizing of cash, weapons and other illicit proceeds.


    Most of the individuals arrested during Project Wildfire were U.S. citizens, but 199 foreign nationals were also arrested, from 18 countries in South and Central America, Asia, Africa, Europe and the Caribbean.


    Of the individuals arrested, 976 were gang members and associates. HSI agents also arrested – or assisted in the arrest – of 231 other individuals on federal and/or state criminal violations and administrative immigration violations, for a total of 1,207 arrests. Of the total 1,207 arrested, 1,057 were males and 150 were females.


    Of the 976 gang members or associates arrested: 913 were charged with criminal offenses and 63 were arrested administratively for immigration violations; 650 had violent criminal histories, including 19 individuals wanted on active warrants for murder and 15 for rape or sexual assault; and 199 were foreign nationals, of which 151 were gang members and gang associates.


    The majority of arrestees were affiliated with the Sureños, Norteños, Bloods, Crips, Puerto Rican-based gangs and several prison-based gangs.


    Enforcement actions occurred around the country, with the greatest activity taking place in the San Juan, Dallas, El Paso, Los Angeles and Detroit HSI areas.


    Enforcement actions conducted during Project Wildfire include:


    • In Puerto Rico and central Florida, 46 members of the Zorrilla criminal organization were arrested for various charges of manufacturing and distributing narcotics, money laundering and other related criminal activity.
    • In Lubbock, Texas, HSI special agents and task force officers arrested 122 known or suspected gang members and associates from the Bloods, Crips Rollin 60s, Mexican Mafia, Sureños, West Texas, Raza Unida, Aryan Brotherhood, White Aryan Resistance, West Side, Gangster Disciples, Peckerwood, Texas Syndicate and West Texas Tango.
    • In the Detroit area, HSI special agents and task force officers arrested 89 gang members and associates with ties to gangs such as the Latin Counts, Folk Nation, Sureños and Atherton Terrace.
    • In the Chicago area, HSI special agents arrested 30 gang members and affiliates with ties to the Sureños 13, Latin Kings, La Raza, Conservative Vice Lords, Gangster Disciples, 4 Corner Hustlers, Maniac Latin Disciples and the Vice Lords.
    • In California's Imperial Valley, HSI special agents arrested 28 individuals, including 10 documented gang members of the Brole, North Side Centro, West Side Centro, South Side Centro and Pilgrim Street gangs.


    HSI special agents also seized 82 firearms, 5.2 kilograms of methamphetamine, 7.8 kilograms of marijuana, 5.6 kilograms of cocaine, 1.5 kilograms of heroin, $379,399 in U.S currency, counterfeit merchandise with a manufactures suggested retail price of $547,534 and five vehicles during Project Wildfire.


    Since the inception of Operation Community Shield in February 2005, HSI special agents working in conjunction with federal, state and local law enforcement agencies have arrested more than 36,000 street gang members and associates linked to more than 2,600 different gangs. At least 46 percent of those arrested had a violent criminal history.


    More than 490 of those arrested were gang leaders, and more than 4,700 were MS-13 gang members or associates. Through this initiative, HSI has seized more than 6,600 firearms nationally.


    The National Gang Unit oversees HSI's expansive transnational gang portfolio and enables special agents to bring the fight to these criminal enterprises through the development of uniform enforcement and intelligence-sharing strategies.

    Authorities Acknowledge US Street Gangs are Foot Soldiers for Transnational Criminal Groups

    A recent statement released by the federal government acknowledged that street gangs in the U.S. work as hired foot soldiers for Mexican and Central American transnational criminal organizations. The revelation was made by U.S. law enforcement after a massive national raid that netted 976 gang members and associates.

    Earlier this week, U.S. Homeland Security Investigations completed a six-week long nationwide gang sweep that targeted almost 1,000 members of many well-known street gangs, Breitbart Texas reported. As part of the raid, HSI acknowledges something that several other law enforcement agencies have tried to ignore, the fact that street gangs in the U.S. work for many different transnational gangs and other criminal organizations.

    The operation targeted transnational criminal gangs and others associated with transnational criminal activity, HSI said in their news release. Transnational criminal organization is the word used by law enforcement agencies in the U.S. to refer to drug cartels and crime syndicates worldwide.

    “HSI leverages its worldwide presence and expansive statutory and civil enforcement authorities to mitigate the threats posted by these global networks, often through the tracing and seizing of cash, weapons and other illicit proceeds,” the news release revealed.

    A series of federal court records that Breitbart Texas has researched to point to a counter-intuitive but close working relation between the Aryan Brotherhood and the Gulf Cartel with the street gang profiting from drug distribution and carrying out contract muscle work for the cartel.

    As previously reported by Breitbart Texas, in July 2014, a member of the Texas Syndicate who was later identified as a close associate of the Gulf Cartel engaged authorities in shootout lasting several hours in the border city of La Joya. Two police officers were shot during the firefight where more than 500 rounds were fired, authorities said at the time. Officers had been trying to arrest Joaquin Cibriam from the Texas Syndicate who also went by the name of “El Cruzador Perron” and worked as a drug distributor for the Gulf Cartel in connection with the execution of a 19-year-old Mexican man in the border city of Edinburg over a drug deal that went horribly wrong.

    Gangs such as the Surenos, the Mexican Mafia, and the Tangos have a long history of trafficking and at times doing contract hit work for Mexican drug traffickers. The do this without any specific alliance working with Los Zetas, the Gulf Cartel and other Mexican crime syndicates.

    While not mentioned in the press release about the raid, along the Texas border, a gang known as the Partido Revolucionario Mexicano (PRM) has a long history of doing contract murders and kidnappings for the Gulf Cartel. In October 2012, a squad of PRM members had been kidnapping drug smugglers in Hidalgo County in an effort to recover a large drug shipment that had been stolen from the Gulf Cartel. During a traffic stop, one of the PRM gunmen used an Uzi-like pistol to shoot, multiple times, an Hidalgo County Sheriff’s Deputy, and tried to shoot his partner in a fierce firefight. The gunman died as the two deputies fought back.

    In 2013 a Gulf Cartel enforcer and a PRM member was sentenced to 5-years in prison for on the charge of being an alien in possession of a firearm, a news release by U.S. Immigrations and Custom Enforcement revealed. Luis Ivan Nino Duenes had been one of the top enforcers for the Gulf Cartel’s Regional Boss Jose-Luis “Comandante Wicho or XW” Zuniga. He helped Zuinga flee to the U.S. in 2011 to escape a fierce firefight in Mexico. Both men were arrested in Texas. During his trial, prosecutors showed evidence that once in jail in the U.S. Nino Duenes had joined the PRM and had tried to intimidate a witness. At the time of his sentencing a U.S. federal judge noted that Nino-Duenes actions were the prime example of spillover crime.
