    ICE makes arrests across Monterey County

    Immigration and Customs Enforcement (ICE) has made arrests across Monterey County this week, according to several law enforcement officials.

    Salinas Police Chief Adele Fresé said that ICE contacted Salinas police earlier this week regarding their intent to conduct criminal apprehensions for warrants in the city.


    She added that she believed they were here for a short time, made a few arrests and immediately left.


    ICE officers were also in King City on Monday to arrest “criminal undocumented persons,” according to King City Police Chief Robert Masterson. They had specific people they were looking for, and nine people were arrested, he said.


    ICE was in Soledad on Wednesday morning and advised Soledad police that they were going to several locations looking for specific people, said Soledad Police Chief Eric Sills.

    They did not request assistance, and Sills added that he did not know if ICE made any detentions or arrests.


    ICE “deportation officers conduct enforcement actions every day around the country and here in Northern California as part of the agency’s ongoing efforts to uphold national security, public safety, and border security,” ICE Public Affairs Officer James Schwab wrote in an emailed statement.


    “The agency’s operations are targeted and lead driven, prioritizing individuals who pose a risk to our communities,” he continued. “For operational security reasons, however, we don’t discuss ongoing or future operations publicly.”


    Schwab said he was unable to comment further, but ICE generally will put out a press release with further information on the arrests following a multi-day operation.


    Monterey County Sheriff’s Office Cmdr. John Thornburg said that while federal agencies usually notify the sheriff’s office if they’re conducting an operation, ICE had not contacted them this time. The Sheriff’s Office was notified of the ongoing arrests through a south county police department earlier this week.


    A large population of immigrants live in Monterey County, both legally and illegally, and the new presidential administration’s stance on immigration has resulted in increased fear and tension within the local immigrant community.


    To address these concerns, there have been several packed community meetings held in the area this year. At one such gathering in February, Fresé underscored the fact that Salinas police do not enforce immigration law.


    Sightings of Homeland Security vehicles spurred panic in the community that same month after Homeland Security investigations conducted a dozen raids targeting gang members in the Santa Cruz area.

    In 2003, the US. Immigration and Naturalization Service agency ceased to exist, and its functions, including immigration services, became absorbed by the newly-formed Department of Homeland Security. The Department of Homeland Security includes ICE, U.S. Customs and Border Protection, U.S. Border Patrol and other agencies.

    The Monterey County Jail also began to allow ICE to have a presence at the jail in October 2015 under the Priority Enforcement Program, which targeted those with significant criminal backgrounds and not those with only civil immigration offenses.

    Under the program, ICE agents can identify inmates once they have been arrested and the determine whether they’re “priority for removal.”


    The program has since been discontinued for ICE, but the Monterey County Jail still operates under those parameters in regards to its agreement with ICE.

    However, due to a procedural error, ICE took a Salinas "Dreamer" into custody earlier this year as he left the jail. He has since been released by ICE, but the incident resulted in protests against ICE outside the jail last month.

    WATSONVILLE, Calif. —Immigration and Customs Enforcement agents with the U.S. Department of Homeland Security are detaining illegal immigrants this week on the Central Coast.

    ICE agents went to homes in King City Monday, Soledad Wednesday, Santa Cruz Wednesday night, and Watsonville Thursday morning. There were also detentions in Salinas.

    At least nine King City residents were taken into federal custody. The number of undocumented immigrants detained in Soledad, Santa Cruz, Salinas, and Watsonville is unknown, police chiefs and sheriff's commanders told KSBW.


    Local police forces, the Monterey County Sheriff's Office, and the Santa Cruz County Sheriff's Office are not cooperating with federal authorities or participating in the detentions.


    ICE agents said they will continue detaining more residents around Watsonville over the next two days, Watsonville police Sgt. Brian Ridgeway said.


    King City Police Chief Robert Masterson described the ICE action in his city as "criminal non-resident alien raids."

    ICE spokesman James Schwab said the agency's goal is to remove dangerous criminals who are a threat to public safety.


    Soledad Police Chief Eric Sills said ICE agents had a very specific list of names and addresses of criminals they were looking for.


    "There are no knock-and-talks. They don't just go, knock knock, 'Are you legal?' They were looking for specific people," Sills told KSBW.


    Soledad was the first city in Monterey County to declare itself as a so-called "sanctuary city." Even so, Sills said he fully supports arresting criminals.


    "If these are criminals, have at it. It's the right thing to do," Sills said.

    A father of two who was arrested at 5 a.m. Thursday in his Watsonville home had been previously deported from the U.S. in 2010, witnesses said. Another person was taken away from their workplace in Santa Cruz Wednesday night.

    Ridgeway said a woman showed up in the Watsonville police station's lobby Thursday hoping to find out what happened to a family member who was taken away.

    Ridgeway echoed what other law enforcers across the Central Coast told KSBW about this week's raids: ICE is not providing police departments or sheriff's offices with any information, other than to say, federal agents are here and working in the area.

    "They don't tell us, and we don't ask," Ridgeway said.

    "We didn't know anything about it. We were told after the fact," Monterey County Sheriff's Cmdr. John Thornburg said.


    "Our office has very little information with regard to what ICE is doing here and why," Santa Cruz County Sheriff's Sgt. Chris Clark said.


    Clark added, "We don't enforce immigration laws at the Sheriff's Office."


    Schwab declined to say how many illegal immigrants were detained on the Central Coast this week, nor how many more could be detained Friday.

    No one at the Salinas Police Department returned phone calls from KSBW seeking comment Thursday.

    A common misconception about Salinas is that it's a sanctuary city. The City Council voted against becoming a "sanctuary" twice in recent months.
