    As a resident of Waukegan, I actually saw a Hispanic young man show up at a voting place and intend to vote. The election judge had to call a Community Police Office who spoke Spanish to inform the man he could not vote. Apparently, he thought residency was enough. So, do I believe illegals are registering to vote in Waukegan . . . absolutely.

    On the other hand, to the mayor's credit, he stood up to illegals who got into his face IN CITY HALL CHAMBERS and is proceeding with the city's request for 287g training. Amazing as it seems, he appears to be listening to the voters, at least on some issues.

    Now That You Are A Permanent Resident

    Welcome
    Now that you have become a Permanent Resident of the United States we would like to welcome and congratulate you on your accomplishment. Some of you came to the United States as immigrants through a relative or through an employer. Some of you came as refugees or were given asylum status. And some of you came through other programs, like the Diversity Visa Lottery. But now that you are Permanent Residents you all share the same status. You have certain rights and certain responsibilities as Permanent Residents. This document will give you a general idea of what those rights and responsibilities are and some other useful information related to your immigration status as a Permanent Resident. You may also wish to read Welcome to the United States: A Guide for New Immigrants, a guide (in English and 10 other languages) containing practical information to help immigrants settle into everyday life in the United States, as well as basic civics information that introduces new immigrants to the U.S. system of government.

    Some of you may be CONDITIONAL RESIDENTS. This page applies equally to you while you are in conditional resident status. The difference between you and an unconditioned permanent resident is that your permanent resident status will expire in two years from when it was given, unless you successfully petition to have the condition removed. Those of you with conditional permanent residence either received your residence through a marriage relationship where the marriage was less than two years old at the time you became a Permanent Resident, or you received that status through an investment as an employment creation immigrant (EB-5). If you successfully petition for removal of the condition on your immigration status, this page will still apply to you as a Permanent Resident.

    Rights
    As a Permanent Resident you have most of the rights of a United States Citizen but there are some exceptions.

    Rights
    To live permanently in the United States provided you do not commit any actions that would make you removable (deportable) under the immigration law (section 237, Immigration and Nationality Act).

    To be employed in the United States at any legal work of your qualification and choosing.

    To be protected by all of the laws of the United States, your state of residence and local jurisdictions.

    To vote in local elections where United States Citizenship is not required.

    Excerpt:

    One of the most important privileges of democracy in the United States of America is the right to participate in choosing elected officials through voting. As a Permanent Resident you can only vote in local and state elections that do not require you to be a U.S. citizen. It is very important that you do not vote in national, state or local elections that require a voter to be a U.S. citizen when you are not a U.S. citizen. There are criminal penalties for voting when you are not a U.S. citizen and it is a requirement for voting. You can be removed (deported) from the U.S. if you vote in elections limited to U.S. citizens.

    Does anyone know of any cities or towns that allow Permanent Resident Aliens to vote in local elections?

    ++++++++++++++++++++++++++++

    VERY interesting, and a bit scary. So now this begs research into the area of what local elections require you to be a U.S. citizen? Do they all? Is this just semantics? Maybe they can vote for referendums? I would not want a non-citizen to vote for my mayor, reps, governor...

    One immigrant site said;

    I just became a Permanent Resident; may I now register to vote?

    No. Only United States citizens may register to vote. If a permanent resident or other non-citizen registers to vote, or votes in a municipal, state or national election, that is a deportable offense.

    Center for Immigration Studies, April '08, this does mention some of the exceptions, says Chicago does allow non-citizens to vote for school boards elections

    Debate Club: Should non-citizens be allowed to vote. Full of pros and cons. Again mentions Chicago.

    Maybe some people can be deported for voting.

    **Haven't found yet what/where an election might state it requires a U.S. citizen. Might something all communities need to tighten up on.

    Now THIS is scary:

    "Eight of the 19 September 11 hijackers were registered to vote in either Virginia or Florida—registrations that were probably obtained when they applied for driver's licenses."

    Never mind I found it:

    Most discoveries of non-citizens on the registraÂ*tion rolls are therefore accidental. Though the Department of Justice has no procedures in place for a systematic investigation of these types of crimÂ*inal violations, in just a three year period, it proseÂ*cuted and convicted more than a dozen non-citizens who registered and voted in federal elecÂ*tions in Alaska, Florida, the District of Columbia, and Colorado. [32] Among them was an alien in southern Florida, Rafael Velasquez, who not only voted, but even ran for the state legislature.[33] Eight of the 19 September 11 hijackers were registered to vote in either Virginia or Florida—registrations that were probably obtained when they applied for driver's licenses.[34]

    The whole article is about non-citizens voting. I do know that the Sanchez-Dornan suit uncovered many and I think half of the questionable votes were tossed out.
