North Carolina Sheriff Refused ICE Hold, Released Convicted Sex Offender

RALEIGH, NC (WTVD) – An undocumented immigrant convicted of sexual battery in Wake County is now in the custody of US Immigration and Customs Enforcement.


ICE said Furmencio Miranda-Cortazar, 45, of Mexico was arrested by federal officials at his Raleigh home on Saturday.


Miranda-Cortazar was also arrested in 2018, accused of a first-degree sex offense and indecent liberties with a child.


Court documents say the girl was 5 years old when the abuse started and lasted for 8 years.


Miranda-Cortazar was convicted of sexual battery in June.


ICE said it asked the Wake County Sheriff’s Office to hold Miranda-Cortazar on an ICE detainer, but he was released.


But the sheriff’s office says Miranda-Cortazar was in their custody for more than a year – and ICE never got an arrest warrant for him.


This issue has been a hot button topic across the nation and the state as more high-profile sheriffs in North Carolina refuse to comply with ICE detainers.

ICE said that so far this year, local authorities in North Carolina have refused to honor 489 detainers.

Illegal Alien Impregnated Teen Girl, Beat Her Unconscious

LIVINGSTON, LA (WBRZ) – A man who has skipped numerous immigration-related hearings has been arrested on charges related to getting a 16-year-old pregnant in Livingston Parish.


Antonio Ical-Quip, 36, was charged with carnal knowledge of a juvenile and domestic abuse battery after the teenager was admitted to the hospital for abuse-related injuries.


Deputies said the young girl said she was kicked and knocked unconscious by Ical-Quip.


Deputies said Ical-Quip confessed to being in a relationship with the teenager and that the two had an argument.


Ical-Quip said he lives in Denham Springs.


The sheriff’s office said it also learned Ical-Quip entered the United States with a juvenile child in April 2018 as a family unit but has failed to appear for immigration-related matters.


“This arrest is a great example of the working relationship between the outstanding Livingston Parish Sheriff’s Office and the New Orleans Border Patrol Sector, to arrest and remove dangerous criminals from our community,” said U.S. Border Patrol New Orleans Sector Deputy Chief Patrol Agent Michael Harrison.


Ical-Quip was assigned an immigration hold and was being held in jail.

Danger: New York/New Jersey County Jails Are Releasing Child Rapists With ICE Holds

NEW YORK (PIX 11) – Two men accused of sexually assaulting minors were released by local authorities who refused to hold them in jail for ICE, federal officials said.


Joaquin Rodriguez Quiroz and Luciano Trejo-Dominguez are being sought by U.S. Immigration and Customs Enforcement officials.


According to ICE agents, Trejo-Dominguez was arrested on Aug. 12 for charges of aggravated sexual assault, sexual assault of a victim 13 to 15 years old, criminal restraint, criminal sexual contact and endangering the welfare of a child.


Both Pacific Enforcement Response Center and ICE agents in Mount Laurel lodged detainers on Trejo-Dominguez with the Cumberland County Jail days later. He was released on Aug. 23 and remains at large, authorities said.


On Sept. 6, Joaquin Rodriguez Quiroz was arrested for charges of rape on a victim less than 17 years old, authorities said.


The next day, ICE lodged a detainer with Westchester County Jail. The jail declined the detainer, and Rodriguez Quiroz was posted without bond, according to federal authorities. He also remains at large.

ICE Acting Director Matthew Albence called out jurisdictions that release people the agency put a detainer on.


“As law enforcement professionals, it is frustrating to see senseless acts of violence and other criminal activity happen in our communities, knowing ICE could have prevented them with just a little cooperation,” Albence said at a Thursday press conference.


“To the public, who want to live and raise your families in safe neighborhoods, we ask you to hold your lawmakers accountable before you, or someone you love, is unnecessarily victimized by a criminal ICE could have removed from the country.”


ICE agents arrested dozens of people in New Jersey who had previously been released by local law enforcement instead of being transferred to ICE.

Police: Illegal Alien Repeatedly Raped 9-Year-Old Girl In New Jersey

LAKEWOOD, NJ (The Asbury Park Press) – A 50-year-old township man was arrested Thursday on charges that he sexually assaulted two people, including a 9-year-old girl, authorities said.


Cirino “Flocka” Dominguez-Salazar is facing charges of aggravated sexual assault, three counts of sexual assault, attempted aggravated sexual assault, attempted sexual assault, attempted criminal sexual contact and endangering the welfare of a child, according to a news release from the Ocean County Prosecutor’s Office.


Police began investigating Dominguez-Salazar in mid-October after a victim told police that she had been sexually assaulted by him multiple times, beginning when she was 9 years old, according to the Prosecutor’s Office.


Detectives later identified a second person who also allegedly had been victimized by Dominguez-Salazar around the same time as the other victim, authorities said.


The release did not say when the sexual assaults allegedly occurred.


Dominguez-Salazar was held Saturday in the Ocean County Jail to await a detention hearing where a judge will decide whether he will stay in jail pending prosecution of the case.


Lakewood police Detective Eric Cicerello and Detective Alex Dasti of the Prosecutor’s Office’s Special Victims Unit led the investigation. The State Police and Ocean County Sheriff’s Office assisted in the inquiry.

Charge: Previously Convicted Illegal Alien Sexually Assaulted Two Children In Texas

SAN ANTONIO, TX (News4SA) – An illegal immigrant who was in the process of being deported back to Honduras was arrested for sexual abuse of a child.


Oscar Orlando Paz, 41, was arrested on Tuesday and charged with Aggravated Sexual Assault of a Child.


According to the arrest report, two children, who were left home alone on Jan. 15, were sexually assaulted by an unknown man who they found inside their kitchen.


The victims were told to go outside by Paz, who police say immediately pulled their pants down and sexually assaulted both children.


After the victim’s ran inside and locked the door, Paz fled on a bicycle.


The mother found the children crying when she returned home and phone police. She had left the children with two relatives to watch, but both had left the location.


After an investigation, DNA was obtained from saliva left on the children’s private parts. According to the San Antonio Police Special Victims Unit, the DNA was matched to Paz using the Texas State Convicted Offender Database.


Paz had been arrested an convicted in December 2018 of Burglary of Habitation in San Antonio.


Investigators found out that Paz was being detained at an ICE facility in Houston and was set to be deported back to Honduras. The state charge of Aggravated Sexual Assault of a Child nullified that deportation and he’s set to be extradited back to San Antonio.

Illegal Alien Repeatedly Raped 5-Year-Old Girl In California

INDIO, CA (KESQ) – A Desert Hot Springs man who pleaded guilty to five felony counts in connection with the sexual assault of a 5-year-old girl was sentenced to almost two decades in prison today.


Dion Peralta Duran, 39, reached a plea agreement with prosecutors on five lewd and lascivious acts charges on July 11 — just as jury selection was getting underway for his trial.


Duran also admitted to a prior conviction of driving under the influence of alcohol or drugs.


He received a sentence of 17 years in state prison on Friday.


Duran molested his victim multiple times at a Desert Hot Springs home over the course of several months, according to the initial declaration in support of an arrest warrant from 2017.


A forensic medical exam of the girl, whose identity was withheld, allegedly revealed injuries consistent with sexual abuse. The girl confided she had been abused to a family friend. Subsequent interviews with the victim and her mother led deputies to identify Duran as the suspect, the declaration states.


On the same day that the child’s mother reported the alleged abuse to police in May 2017, Duran was accused of chasing after a woman on Avenida Mirola in Desert Hot Springs while wielding a sledgehammer.

Illegal Alien Wanted For Rape, Murder Arrested In Arizona

U.S. Border Patrol agents arrested a Mexican national with multiple warrants in both Mexico and Oregon for homicide and rape, respectively.


Tucson Sector agents apprehended three men after they illegally crossed the border into the United States through a mountainous area outside Nogales.


Records checks revealed one of the men, Juan Francisco Espinosa-Burgos, to be wanted for rape in Oregon City, Oregon. He is also wanted in Mexico for homicide.


All three subjects will be processed for immigration violations. Espinosa-Burgos will be handed over to Mexican law enforcement authorities following his extradition to Oregon for adjudication of his alleged crimes in the U.S.

Charge: Illegal Alien Raped, Impregnated 12-Year-Old Girl In Wisconsin

RACINE, WI (The Journal Times) – A Racine man accused of raping a 12-year-old girl who later gave birth was arrested Tuesday after being wanted for more than a year, according to court records.


Lorenzo Bernabe-Lucas, 29, of the 600 block of 13th Street, faces a felony charge of first-degree sexual assault of a child under 13.


Bernabe-Lucas allegedly raped the then-12-year-old two or three times between May and July 2017, according to the criminal complaint.


The girl gave birth to a baby last March.


A DNA test reportedly found Bernabe-Lucas to be the father and a warrant was issued for his arrest two days later.


Bernabe-Lucas made an initial court appearance Thursday, during which a $50,000 cash bond was set, records show.

He remained in custody at Racine County Jail on a hold order as of Wednesday afternoon, records show.


The charge of first-degree sexual assault of a child under 13 carries a maximum sentence of 60 years in prison.


He is next due in court for a preliminary hearing 8:30 a.m. Sept. 11 at the County Law Enforcement Center, 717 Wisconsin Ave.

Previously Deported Child Molester Re-Arrested In California

CALEXICO, CA – U.S. Border Patrol agents assigned to the El Centro Sector arrested a previously removed sex offender Monday morning.


The incident occurred at around 7 a.m., when agents assigned to the El Centro Station encountered a man suspected of illegally entering the United States approximately 18 miles east of the Calexico West Downtown Port of Entry. Agents arrested the man and transported him to the El Centro Station for immigration and criminal history screening.


Agents conducted records checks, which revealed that the man, later identified as Mauricio Moreno-Garcia, a 26-year-old Mexican national, was convicted of Sexual Lewdness w/Child less than 14 years of age in 2016 out of the state of Nevada. Moreno was sentenced to 24-60 months confinement for his conviction.


Moreno was removed from the United States on January 11, 2018 as an aggravated felon.


Moreno is being held in federal custody pending further criminal prosecution.
