It’s not clear if Hernandez was going to be charged with driving without a license since it would not be possible to obtain a legitimate license while being in the country illegally.
Huh??? What does being able to obtain a license have to do with anything? Either you have a legitimate driver's license or you don't. If you don't, you should be charged accordingly!
