The U.S. Department of Justice is deploying more than 400 people to monitor the polls in 18 states.
In Arizona, the observers will be stationed in Navajo, Apache and Maricopa counties.
Staff from the department's Civil Rights Division will field complaints related to ballot access, including voter intimidation or coercion, over the next few days.
State and local governments administer elections, but the division is charged with ensuring voters' rights.
The Justice Department has sent observers and monitors to polling places since the passage of the Voting Rights Act of 1965. The act prohibits discrimination based on race, color or language spoken.
