TWO APPROACHES TO IMMIGRATION

Here is a breakdown of the two bills lawmakers will debate this week.

In the Senate

Senate substitute for SB 458 would:

• Stiffen penalties for employment identity fraud.

• Stiffen penalties for human trafficking and the exploitation of illegal immigrants.

• Require the attorney general to work with federal authorities on illegal-immigration investigations.

• Create civil penalties for businesses that knowingly hire illegal immigrants.

Senators removed provisions that would:

• Require businesses to check new employees in the federal e-Verify database.

• Block illegal immigrants from receiving in-state tuition at state universities.

In the House

House substitute for SB 329 would:

• Place businesses caught knowingly hiring illegal immigrants on probation and require them to use e-Verify.

• Include penalties under which businesses would lose their licenses after the third violation.

• Require that law enforcement officers check the immigration and citizenship status of everyone arrested.

Lawmakers eliminated provisions that would:

• Require everyone getting a Kansas driver's license to sign an affidavit that they are a U.S. citizen.

• Require all businesses to check whether new employees could legally work in the country using the federal e-Verify database.
