TOPEKA, Kan. (AP) _ Republicans in the Kansas House are pushing legislation designed to prevent illegal immigrants from registering to vote.

The proposal would impose civil and criminal penalties on any illegal immigrant who registers to vote or casts a ballot. It also would penalize people who knowingly help illegal immigrants vote.

House Speaker Melvin Neufeld, of Ingalls, says he and other Republicans have heard that illegal immigrants are registering to vote so that they have some form of identification. But he didn't cite specific cases.

Secretary of State Ron Thornburgh said he's never had a prosecutor approach him about an individual case.

Still, Thornburgh says he backs efforts to prevent voter fraud.
