Two arrested in alleged hit-and-run

Two Arkansas City males were arrested after being identified as the driver and passenger of a car involved in a hit-and run accident, in which a man riding a mo-ped was struck from behind.
The accident occurred Saturday night on Eighth Street, near Skyline Road, police said. A 57-year-old Ark City man told police he was struck by a vehicle about two blocks south of Skyline on Eighth Street.
Police did not identify the victim.
The man was transported to South Central Kansas Medical Center, where he was treated and released, Police Chief Sean Wallace said Tuesday.
That night, police were dispatched to the intersection of Eighth and Skyline on a report of a mo-ped abandoned in the road, according to police.
When they arrived, they located the mo-ped and its rider, police said.
The victim reported he was traveling north when a vehicle approached him from behind and struck the mo-ped, causing him to hit the windshield of the car and continue over the top of the vehicle.
"He wasn't hurt really bad, but he went over the car," said ACPD Lt. Detective Mark McCaslin.
The car left the scene, dragging the mo-ped two blocks to Skyline Road, police said.
Police identified the passenger of the car as Carlos Cristobal-Castro, 22, of Arkansas City.
Cristobal-Castro was arrested Sunday for failure to report and failure to render aid. He also had a previously issued warrant for failure to appear in Arkansas City Municipal Court.
He was released Monday morning from the Cowley County Jail on a $1,223 bond.
On Monday, police learned the whereabouts of the car's driver, Valentin Cristobal-Perez, of Arkansas City, they said.
Cristobal-Perez was arrested for aggravated battery, reckless driving, leaving the scene of an injury accident and failure to report an accident.
He was transported to the county jail on a $5,900 bond, and remained in custody Tuesday on an immigration hold from U.S. Immigration and Customs Enforcement.
