Illegal Immigrant Suspected Of Drunk Driving Causes Deadly Crash

This morning, at approximately 6:40 AM, Louisiana State Police Troop B investigated a fatal crash in St. Bernard Parish on LA 47 (Paris Road) north at Marina Road.

Preliminary investigation revealed a 2005 Chevrolet Impala, driven by Cesar D. Carrasco-Garcia (H/M, age 29) of Nicaragua, was traveling south on LA 47, crossed the center line into the opposing left northbound lane.

A 2006 Lexus 330, driven by Ngoc Do (O/F, age 57) of Chalmette, LA, was traveling north on LA 47 in the left lane.

The vehicles collided head-on and there is no preliminary evidence to indicate that either vehicle used brakes.

Both drivers and a passenger in the Chevrolet Impala, Francisco Aguilar (H/M, age 43) of Texas, were transported to the LSU Interim Public Hospital Level 1 Trauma Center.

Garcia and Aguilar sustained moderate injuries; Ngoc Do sustained serious injuries and was later pronounced dead at the hospital.

Troopers suspect that Garcia was impaired at the time of the crash by alcohol and/or drugs and a blood sample was taken with results pending at the Louisiana State Police Crime Lab.

Seatbelts were used by both drivers and passenger.

There was heavy fog in the area at the time of the crash. The crash remains under investigation.

Once released from the hospital, Garcia will be transported to the St. Bernard Parish Jail and booked on the following charges: Vehicular Homicide, DWI, Reckless Operation and Operating a Vehicle Without Lawful Presence in the United States.

This is the third fatal crash that Troop B has investigated since January 1, 2011.

Driving impaired by alcohol and/or drugs is not only illegal, but has deadly consequences.

Please drive sober and remember that the person that has NOT consumed alcohol/drugs is the designated driver.
