NCLR HAILS APPOINTMENT OF CECILIA MUÑOZ TO WHITE HOUSE STAFF
Washington, DC—The National Council of La Raza (NCLR) hailed today’s announcement by President-Elect Barack Obama that Cecilia Muñoz will become the Director of Intergovernmental Affairs in his administration. Muñoz currently serves as Senior Vice President for NCLR’s Office of Research, Advocacy, and Legislation.

Cecilia Muñoz, Director of Intergovernmental Affairs: Cecilia Muñoz currently serves as Senior Vice President for the Office of Research, Advocacy, and Legislation at the National Council of La Raza (NCLR), where she supervises all legislative and advocacy activities conducted by NCLR policy staff. Muñoz is the Chair of the Board of Center for Community Change, and serves on the U.S. Programs Board of the Open Society Institute and the Board of Directors of the Atlantic Philanthropies. She is the daughter of immigrants from Bolivia and was born in Detroit, Michigan. In June 2000, she was awarded a MacArthur Foundation fellowship in recognition of her work on immigration and civil rights.

Obama has appointed Jonathan Favreau to be director of speechwriting, and Cecilia Muñoz, a federally registered lobbyist, to be director of Intergovernmental Affairs. The press release is after the jump.

Obama Appoints White House Speechwriting and Intergovernmental Affairs Heads

President-elect Barack Obama continued rounding out his White House staff today, naming Jonathan Favreau director of speechwriting and Cecilia Munoz director of intergovernmental affairs.
Favreau has worked for Obama since 2005, when he joined the president-elect's Senate office as a speechwriter. He later served as director of speechwriting during the presidential campaign, building on his role as deputy director of speechwritng for the 2004 campaign of Sen. John Kerry (D-Mass.). At the White House, Favreau will oversee a team of writers who carefully craft words for the president's many public appearances.
Munoz, meanwhile, will oversee the White House office responsible for relations between the administration and state and local governments. The 2000 MacArthur Foundation "genius grant" winner is a senior vice president at the National Council of La Raza, a leading Hispanic civil rights group. There, she has spearheaded many of the organization's immigration initiatives. Currently, she is in charge of the group's entire advocacy and legislative agenda.
