What I do find interesting is that he was arrested in Minnesota but the article is not very clear on whether he was arrested for the three assaults on the woman in Missouri or if there were two other women that he raped somewhere else.

The woman has nothing to do with it. The over-breeding in Mexico is what produced the animal from Mexico who raped her. Furthermore, legal options to control over-breeding include a wide variety of birth control measures, abortions are a very small part of those options.
