Half of Latin America Believe Corruption has Worsened

(Berlin, Germany) One in two Latin Americans believe that corruption has intensified in the last three years in their country because of the global financial crisis, according to the Global Corruption Barometer 2010. In addition, 37 percent of Latin American respondents said that corruption has not changed and 11 percent noted a decline.

In Latin America as a whole, institutions are perceived as most corrupt parties, with a 4.0 on a maximum of five points, the judicial system (3., parliament and civil servants (3.7), the private sector (3.5) and police (3.3). However, it highlights the strong perception of corruption that hangs over the political parties in El Salvador (4.4), the Peruvian justice system (4.4), the Venezuelan police (4.4) and the Mexican police and politicians ( 4.4). The message is that corruption is insidious. It makes people lose faith. The good news is that people are willing to act.

Michoacán on alert for fighting; 2 confirmed dead

(Morelia, Michoacán) Two are confirmed dead after a bloody gun battle between federal police and cartel gunmen in Apatzingan, Michoacán. Killed was the 17 year old daughter of the former mayor and an 8 month old caught in a crossfire, shot in the head. Six of the federal officers were seriously wounded. The gunmen set fire to several vehicles to block city entrances/exits. The baby was with his mother in a taxi trapped during the gunfight. The clash came a day after police detained the local cartel leader that controls drug trafficking in Apatzingan and continued to 10:30 in the morning.

UPDATE: another paper reports 6 more dead from stray bullets, and with a total of 20 vehicles struck by gunfire. The blockaded city was closed from 9:45pm until 12 noon. (http://tinyurl.com/2amtvb2)

Five of the Gunmen Caught who Aided Prison Escape

Yesterday, we reported the prison break out of the kidnapper/murderer of a football player by gunmen, killing and wounding officers. Five of the gunmen were arrested and transferred under tight security by 2 helicopters and then five police vehicles on to the Court Complex in the capital. The police chase of the criminal group led to three shootings which left an officer and civilian dead, and six other people wounded.

the United States due to a ban on lemon and limes implemented on
Monday. The ban due to a disease affects interior growers the most.

Bus Crash

A nongovernmental organization today reported that cases of extortion of businesses and passengers on public transportation rose by 30.84 per cent in the 11 months of 2010. The atrocities were blamed on youth gangs which killed both drivers and street vendors. In 2010 there have been 2,953 murders which include 415 women. (As used here, extortion also refers to armed robberies of taxis, buses and other public transportation.)

Serial Murderer Arrested
(Tijuana, Baja California) A man suspected in 14 homicides in the Otay section of Tijuana has been arrested. According to the state Attorney General, Edgar Chavez Escalante, known as "El Guapo", 25, said he was with a crime cell dedicated to drug trafficking. Other aliases include Jaime Escalante Francisco Chavez, "The Cherry", "The Three R", "The Gangoso." In his statement, ‘El Guapo’ (Sp: handsome) said he had run the cell for 10 months since the previous two heads of it were arrested. As he took over, he murdered rivals. He was arrested when recognized by officers, based on witness descriptions, and was carrying a knife when searched. State police said they have identified about 10 other persons seeking to take control of the drug business in that area. These particular people look for drug vendors not part of their cell, and execute them. El Guapo said he had participated in 14 murders using an AK 47, and pistols in .40 Caliber, .45 Caliber and 9mm. An arrest warrant was issued and he is now being
held in La Mesa Penitentiary.
