    Man taking exams for foreign students pleads guilty

    Laguna Niguel man accused of taking exams for foreign students for money pleads guilty to visa fraudApril 14, 2010 | 6:17 pm

    Eamonn Daniel Higgins, the alleged mastermind behind a scheme to take exams and write papers for foreign students in exchange for money, pleaded guilty Wednesday to conspiracy to commit visa fraud in U.S. District Court.

    Between 2002 and 2009, dozens of foreign students – all from the Middle East – paid Higgins to attend school on their behalf so that their student visas would remain valid, according to U.S. Immigration and Customs Enforcement officials, which conducted an investigation.

    Higgins, 46, a U.S. citizen who lives in Laguna Niguel, faces up to five years in federal prison at his sentencing in August.

    Authorities believe Higgins earned hundreds of thousands of dollars helping about 120 people from Saudi Arabia, Lebanon, Kuwait, Turkey and Qatar maintain their student visa status.

    Authorities said Higgins obtained counterfeit California driver’s licenses, took tests and exams and attended classes on the students’ behalf at different schools across Southern California, including Cal State L.A., Irvine Valley College and Santa Monica College.

    He also hired staff to help with his scheme, including a blond woman who authorities believe posed as a Middle Eastern man.

    Eight foreign students have also been charged with visa fraud; their cases are still pending.

    I wonder how many of these middle eastern students are involved in this kind of thing? I heard someone at my church tell how some middle easterners had rewarded him and his wife with a new baby carriage in exchange for his help with their studies. We didn't see the connection at the time, but it is now very obvious. Here on visas, I guess they have to have periodic English tests?

    Teaching English in the Middle East

    Most teachers know that you can earn a very high salary teaching in the Middle East. Countries listed in the Middle East Directory are, Bahrain, Jordan, Qatar, Saudi Arabia, Syria, United Arab Emirates, Yemen, all waiting to hear from you call, E-mail or fax them in minutes. Teachers are given very good packages. English is already the international language of science, technology, and business, and is fast becoming the international language in many other fields as well. Middle Eastern countries are behind the rest of the world in English language proficiency, and there is a shortage of native English-speaking teachers in schools.


    YEMEN

    Yemen might seem like an unlikely destination for ESL/EFL teachers to head for, but the demand for native-speaking English teachers out here is significant.
    Yeman is not oil rich, and illiteracy is estimated to be over 75%, and there is an acute shortage of qualified teachers at the primary level.
    Opportunities exist for teachers with internationally-recognized TESOL qualifications, and for those without. There is a growing number of English-medium schools in Yemen, all of which will consider applications from qualified ESL/EFL teachers; there are also teaching opportunities in the oil and gas industries, with the Canadian-Oxidental oil company being one of the biggest employers of ESL/EFL teachers in Yemen.
