No it isn't. Neither is the phrase "enforce current immigration laws"or "cut off all benefits from illegal aliens". If we did that first, a lot would
self-deport. However, he wanted amnesty right away, without even giving them a chance to self-deport.

He does not want them to self-deport nor does he want to deport them.

I too respect him as a war hero and a veteran. As a politician, he gets a big thumbs down-there is very little I agree with him on.
