Mexican Consulate provides matricula consular

Mexican Consulate for Economic Issues Claudia Velasco Osorio carried a flat cardboard box filled with forms.
She handed out the papers and answered questions one after another.
She stood inside a large room upstairs at the Wichita Falls Public Library Saturday and worked with others from the Mexican Consulate of Dallas to open some doors for Mexican citizens who live in the area.
"Our initiative here is to provide for the Mexican people IDs, which we call matricula consular," Velasco said.
The matricula consular is the main form of identification Mexico can provide to its citizens who live here, she said.
"They can open bank accounts," she said. "If the police require one ID, they can show this one. Also, they can go to Mexico with this ID."
She said the document is very safe and reliable.
Adults, children and babies filled the room from 8 a.m. to 1 p.m. Saturday. They showed birth certificates and other forms of identification and filled out forms.
Fingers clicked on keyboards. A copy machine whirred.
By noon, about 200 people had come in to fill out paperwork and receive identification materials.
They went to stations at various tables and sat in front of a camera as their pictures for their new identifications were snapped.
The matricula consular is valid for five years, and it costs $27 to receive it, Velasco said.
Another document that was available was the Mexican passport, she said.
The Mexican Consulate holds a general event like Saturday's once a month in a Texas city, she said. People can go to Dallas for the identifications, but events like this give people across the state a chance to take care of business when they might not have to work.

I don't think the article quoted the full text though:
"The matricula consular is valid for five years, and it costs $27 for the first identity and $15 for each one there after, to receive it, Velasco said."
I kinda have a problem with any countries "legal" documents that come on a perforated roll and kept in the restroom!!
