Mexican legislators outline immigration strategy

Considering the inability of the Vicente Fox administration to put together a single proposal in order to reach a migratory agreement with the U.S., senators and deputies from all of Mexico’s political parties have proposed a series of actions to Foreign Minister Luis Ernesto Derbez.

The proposals include the negotiation of a seasonal work permit with U.S. authorities, one that could be for ten months of work and two months back in Mexico. Or two periods of fives months and two back in Mexico. Both after a bond of US$2,500.00 is deposited.

From the guarantee deposit, US$2,250.00 would be returned to the seasonal workers when they return to their place of origin. The remaining US$250.00 would be used to cover costs for the seasonal visa, life insurance and medical insurance.

The proposal also envisions the creation of a permanent binational legislative commission; a group of Mexican legislators who would be in charge of lobbying between Mexico and the U.S.; and a directory of U.S. governors, senators and representatives (with shared) interests in the migratory accord.
