    Mexican Restaurant`s Lunch Crowd is Met with Closed Doors

    Federal agents clear out a St. Joseph Mexican restaurant during the lunch hour crunch. Officials say the restaurant hired undocumented employees. Immigration and customs enforcement or "ice" officials are tight lipped about today`s arrests because they say the investigation isn`t over. Some bystanders say that although they didn`t expect the raid it doesn`t surprise them.

    Crosslights Christian retail store employee Diane Burnich says she heads right next door to Julio`s for coffee. Burnich said, "Sometimes it`s hard to order because no one speaks English very well." She also says that when she heard officers were entering the building with handfuls of handcuffs she thought it had to do with immigration. She said, "They are good neighbors we`ve never had any problems with them so that`s why I assumed it had to be because of immigration."

    Both the Buchanan County Sheriff`s Department and Immigration and Customs Enforcement or Ice officials were on hand. Ice officials loaded nine employees into a white van on the back side of the restaurant while Sheriff deputies controlled the front door. Burnich says she hopes the restaurant can overcome it`s legal problems and keep it`s doors open. Burnich said, "They are good people. It`s a good restaurant with good food so hopefully they`ll be able to hire legal people to work for them." Today`s raid isn`t expected to slow business too much. The restaurant re-opened at six o`clock for the dinner crowd.

    Second Strike on Julio`s Restaurants; Local Hispanics React

    This is the second worksite visit for Julio`s Restaurants.

    The Julio`s Restaurant in Waterloo, IA remains closed after federal agents made 12 arrests there on April 27.

    In St. Joseph, Julio`s reopened for business at 6 p.m., but then closed about an hour later for the evening.

    Julio`s restaurants are in St. Joseph and also in Maryville, but a local manager claims neither is affiliated with the Iowa store, although they all do share the same owner.

    It`s not a secret that illegal immigrants find ways to slip into work in St. Joseph. Prior to today`s raid, a former undocumented immigrant told KQ2 all about it.

    Pedro Jimenez picks up lunch to go at El Mexicano Grocery Store. He works in the United States legally as a permanet resident, but that wasn`t always the case.

    "It`s taken me 12 years to have my papers fixed," Jimenez says.

    But for 12 years, Jimenez admits to working in the U.S. illegally.

    "I had a fake social security number, fake i.d., fake everything--that`s why I started working over here," Jimenez says.

    Jimenez says it`s easy to get fake documents for work, and his past employers were never the wiser.

    "He never aksed if this is fake or good. This guy said just do this application and start working," Jimenez says.

    Employers say there are more than 29 different types i.d.s to determine whether an immigrant is legal, but if employers don`t read the fine print, they could wind up with fines up to $10,000 per violation.

    "I think somebody who is hispanic that owns a hispanic chain of resturants or stores, they know," El Mexicano grocery store owner Christa Bautista-Cortez says.

    Bautista-Cortez says she has her own system to separate the legal from the illegal.

    "Usually you lean toward the ones that know more english, have been here longer, or is married to a United States citizen," Bautista-Cortez says.

    Immigration and Customs Enforcement, or ICE, says the burden to prove who is legal and who is not isn`t the employers` responsibility, so long as they are making an honest effort to hire documented immigrants. Passports, certificates of U.S. citizenship and permanent or temporary resident cards prove legal.

    ICE says employers should be warry of bogus social security numbers, especially those containing all zeros.

    Cracking down on employers that hire illegal immigrants is big business for ice.

    "A lot of companies now check your social security number," Jimenez says.

    According to Jimenez, fake social security cards aren`t hard to come by.

    KQ2 has been working with the Courrier, a newspaper in Cedar Falls where the first Julio`s Restaurant arrests were made.

    Federal agents there allegedly found fake copies of social security cards and resident alien cards during the Julio`s raid. One allegedly even belonged to a deceased person.

    Of the 12 people arrested, at least eight have been charged so far.

    ICE says they`re pushing to prosecute businesses that knowingly hire illegal immigrants.

    Employers could face felony charges and up to $10,000 in fines for each violation.

    One local businessman says those raids affect St. Joseph families and his business.

    El Mexicano grocery store co-owner Enrique Bautista-Cortez says his store caters to hispanics, and without them, he fears his business will go under.

    Bautista-Cortez also says when rumors of raids happen, some undocumented hispanics are afraid to show up for work.

    And, Bautista-Cortez says raids often separate families, at times deporting the father and leaving the mother and children in the United States.

    "Sometimes [hispanics] are leaving or taken with no money, with no clothes, with no shoes, no jewlery, from the job. They don`t take a shower, they don`t have time to do anything. Sometimes they don`t even eat," Bautista-Cortez says.

    Enrique and his wife Christa are the store`s only employees.

    If ANYONE sees a SS card with ALL ZEROS, they would have to be a total idiot if they believed that card was a valid card That's the problem, the employers KNOW they are hiring illegals and they don't care. It's time to start ENFORCING our laws....yesterday!

    AMC Entertainment is known for showing blockbusters in its 415 movie theaters across the country. But it's also at the forefront complying with U.S. immigration and tax law. AMC employ 24,000 people. At least once a month, the entertainment company sends the Social Security Administration payroll data. The agency then reports back if any employees' social security numbers do not match those on file.

    AMC says, "We require the worker to provide their original Social Security card within three days or to immediately contact the local SSA office. Failure to do so will result in removal from the work schedule."

    ***If this company can do the verification then all companies can do it.
