    Governor's vetoes seen as wedge issue in 2006

    Gov. Janet Napolitano has derailed major immigration-related bills, angering some Arizonans who sought to build on the momentum generated by passage of Proposition 200 seven months ago.

    The vetoes may help define the wedge issue that conservatives have been looking for to hurt Napolitano in next year's gubernatorial campaign.

    Napolitano used her veto to kill a bill viewed as a way of widening the scope of benefits denied to undocumented immigrants beyond those specified in Proposition 200, the initiative approved by voters last November. advertisement


    The majority of the immigration bills introduced by Republicans during the 2005 session failed to become law. Most were stalled in the Legislature. But Napolitano put the brakes on most of those that reached her desk.

    Among the measures Napolitano vetoed Friday:


    • A bill requiring Arizonans to show proof of citizenship to register to vote.


    • A bill authorizing police officers to investigate, arrest, detain or deport undocumented immigrants. Currently, only federal agents have the authority to do so.

    Earlier in the year, she also vetoed:


    • A bill declaring English as the state's official language.


    • A bill banning state and local governments from accepting Mexico-issued consular cards and other foreign forms of ID as valid identification.

    The governor defended her actions by saying the proposed laws did nothing to fix the illegal immigration problem and called for comprehensive immigration laws. She also plans to convene a summit this year with local and federal authorities to discuss possible solutions.

    Republicans balked and said she's vetoing the will of Arizonans, who are fed up with illegal immigration.


    'Governor doesn't get it'


    "For some reason, the governor doesn't get it," said Randy Pullen, a key backer of Proposition 200. "She still thinks people don't want tougher laws against illegals."

    Arizonans will give notice when they go to the polls next year when Napolitano faces re-election, Pullen said.

    "She'll find out how badly she misinterprets this issue," he said.

    Napolitano scoffs at the criticism, saying the bills didn't solve the problems and, she notes, she signed House Bill 2592, prohibiting local governments from spending taxpayers' money on day-labor centers.

    "The other bills I vetoed had an undue impact on people who are lawfully in the state of Arizona," she said. "I don't think the price we ought to pay for the broken border is more burdens on legal citizens in our state."


    Anti-smuggling bill signed


    She has also signed Senate Bill 1372, which targets "coyotes" and human smugglers. The bill gives local authorities the power to prosecute those who smuggle people across the Arizona border. It also applies to the human traffickers who transport legal or illegal immigrants to coerce them into forced labor or prostitution.

    The legislative measures, meant to cut off certain public benefits to undocumented immigrants and make it easier for local law enforcement to deport them, grew out of Arizona's anger toward the federal government's inability to control the Arizona-Mexico border.

    But in practice little has changed since Proposition 200. Its implementation was reduced to four state programs. Volunteers who began patrolling the borderline in April made national headlines, but left without making a dent in the problem.


    State in national spotlight


    Politically, though, backers of the anti- illegal immigration movement say they made huge inroads. For one thing, Arizona remains in the national spotlight, galvanizing the electorate to keep pushing Washington to act on proposed immigration reforms.

    This month, Sens. John McCain, R-Ariz., and Edward Kennedy, D-Mass., introduced legislation designed to ensure tougher enforcement of laws at the border and in the workplace while speeding the process of reuniting immigrant families. The proposal calls for the creation of a temporary-work visa program for foreigners to fill jobs requiring few or no skills, for up to six years.

    "People are fed up with federal government's unwillingness to enforce immigration laws," said Mark Krikorian, executive director of the Center for Immigration Studies, a think tank in Washington that advocates stricter enforcement of immigration laws. "That anger is expressing itself in Congress as well as state legislatures," he said, adding that as long as employers keep hiring undocumented workers they will keep coming.

    "If it's easy to get jobs in Las Vegas, Denver and Salt Lake City, people are still going to sneak through Arizona to get there," he said.

    Janet Napolitano has no business being a governor or have any other political ties, because she doesn't represent Americans. This is an American-Only-Need-Apply Job.
    We can't allow her and the new LA mayor Villaraigosa to have any political clout. They WILL make our country 3rd world.
