WINSTON-SALEM, N.C. -- The provost at N.C. State University wants his fellow educators to push for a change in state law that allows immigrants to get in-state tuition rates. Larry Nielsen spoke in favor of the change yesterday at a conference on higher education and Hispanics.

North Carolina's public colleges are getting ready for a fight to recruit foreign-born and second-generation immigrant students who may not even be thinking about higher education.

Some other states already allow foreign-born students to attend their colleges at in-state rates. But it's a hot issue. Last year, a bill that would have changed tuition rules in North Carolina drew so much criticism that almost a third of its sponsors asked to have their names removed.

The measure would have let children of illegal immigrants pay in-state tuition if they graduated after four years at a North Carolina high school and applied for legal immigrant status.
