I am failing to transmit my point, tell me how to send it. Without a supporting cast in Congress. probably at least equal to a quarter or a third of Congress, Congress is dnot going to support any president. Congress is the body that sets legal immigration limits or quotas. While Trump is deporting, they can be legalizing more immigrants. If they have the power of overriding vetoes, they can even legalize all the aliens already here!

We must eliminate over time 90% of Congress to win and put this to bed! By fighting it only in the Presidential, many Congressmen will escape having to confront this. Especially those who run unopposed.

No President is obligated to process and admit the number of visas and green cards approved by Congress, those numbers passed by Congress are limits, not requirements. A President has the legal authority to prohibit and prevent the entry function as head of the Executive Branch.
